About the Position: Serves as Financial Management Analyst, responsible for the performance of a full range of analysis activities. Performs budget, manpower, management analysis and organizational functions impacting District operations.
Duties
Responsible for performing the District’s Manpower Management function, which consists of the planning, developing and directing of a variety of comprehensive Manpower Management Programs
Coordinates and works with technical organizations for the development and submission of the districts annual manpower FTE allocation requests.
Maintains the enhanced Integrated Manning Document (IMD) for the District, the official HQUSACE source for real-time corporate-level manpower position and organization data.
Updates and issues approved position structure for District organizations through publication of the Integrated Manning Document and the District organization and position charts.
Monitors the execution of the approved District Operating Budget.
Prepares, reconciles and conducts a variety of local and regional financial reports and analyses, projections and presentations revolving around the performance metric elements of the operating budget and manpower.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must obtain and maintain a Level II Financial Mangement Certification within 2 years of appointment to position.
- May be required to serve a 1-year probationary period if not already completed.

Specialized experience GS-11: Performs a variety of administrative and technical support duties in administering personnel management, manpower analysis management, utilization of manpower fund allocations, and assistance with administrative procedures associated with various personnel related functions. Possess at least a beginner level use of Microsoft Excel but have a basic understanding how to use intermediate level functionality (i.e. Pivot Tables). This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Finance, Accounting, Economics, Busioness Administration, (Note: You must attach a copy of your transcripts.)
Specialized Experience GS-9: assisting with personnel management or financial administration. Basic interpretation of personnel management or financial management guidance, regulations & policies. Possess a beginner level use of Microsoft Excel. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
OR
Successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as finance, economics, business management, statistics. Specialized Experience GS-7: which includes preparing documents or spreadsheets utilizing Microsoft Excel; basic knowledge of personnel management or financial administration. This definition of specialized experience is typical of work performed at the second lower grade/level in the federal service (GS-05).
OR
successfully completed one full academic year of graduate-level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as, finance, economics, business management, statistics. (Note: You must attach a copy of your transcripts.)
