Associate Director for the Office of Environmental Health and Engineering (OEHE) located at the Portland Area Office in Portland, OR. Position will plan, develop, direct and manage a comprehensive Environmental Health and Engineering program that is comprised of three divisions: Environmental Health Services, Sanitation Facilities Construction, and Health Facilities Engineering. the positio reports to the Area Director.

Duties

As Associate Director, works on a day-to-day basis with the Area Director, Deputy Director, other Associate Directors, and other key staff members with responsibility for participating in top management discussions, decisions and policy making in management actions. Responsible for supervising and coordinating Professional/consultative and other employees with accountability to management for work planning, organization and direction of employees. Appraises, plans, directs, manages, and evaluates the Area Environmental Health and Engineering Program. Develops an annual operating budget for program expenditures including; personnel costs, travel, training, materials, supplies and equipment. Serves as principal advisor and technical consultant to Rural and Urban Health Programs and tribal governments in all matters involving environmental health and engineering (both health care and sanitation facilities). Represents the Area Director and OEHE program at tribal meetings, IHS Sponsored conferences, and other official gatherings to discuss the OEHE program needs, priorities and concerns. Major Programs in Area Environmental Health and Engineering Program: Environmental health services program - activities are designed to assist families, communities and organizations in planning, implementing, and evaluating a comprehensive environmental health program by identifying and correcting environmental conditions which are detrimental to their health status. These activities are provided primarily thru the provision of technical assistance to customers using a variety of techniques such as surveys, injury prevention, and vector control. Sanitation facilities construction program - activities are designed to provide families and communities with safe water supplies, an adequate means of waste disposal and other essential sanitation facilities which will improve the environment in which families and communities reside. Health facilities engineering program - activities are designed to work with organizations to ensure effective construction, operation, maintenance, and repair of healthcare facilities. These activities help to provide a safe and functional physical environment for patients and for the protection of the investment of healthcare facilities.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. Individual Occupational Requirements for occupation series 0819 are listed below. Individual Occupational Requirements are requirements e.g., experience or education, for particular occupational series or positions within a series and are used in conjunction with a group coverage (generic) standard. BASIC REQUIREMENT(S): A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT) , or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. 2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. 3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A. 4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive.) Note: An applicant who meets the basic requirements as specified in A or B above, except as noted under B.1., may qualify for positions in any branch of engineering unless selective factors indicate otherwise. In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below. MINIMUM QUALIFICATIONS: Specialized Experience is required for this position. It is experience that has equipped the applicant with the particular knowledge, skills, and abilities/competencies to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Specialized experience work and/or task examples: Overall management and direction of a health facilities engineering program, sanitation facilities construction program, or an environmental health services program; AND Selective Placement Factor: Current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement.
