This position is organizationally aligned under the Suicide Prevention program at the Black Hills Health Care System (HCS). The primary purpose of this position is to serves as a content matter resource for community-based suicide prevention and facilitates integration of suicide prevention education throughout the community.
Duties

The Community Engagement and Partnership Coordinator (CEPC) is responsible for community capacity development for suicide prevention by serving in a leadership role in communicating with and organizing community partners and coalitions to implement suicide prevention programs aimed at reducing Veteran suicide at the community, state, and Veterans Integrated Service Network (VISN) levels. The CEPC serves as a seasoned communicator content matter expert for suicide prevention and public health and facilitates integration of suicide prevention education throughout the community by developing and organizing community partners and coalitions aimed at reducing Veteran suicide at the state and Veterans Integrated Service Network (VISN) level. The CEPC is a subject matter expert (SME) in communication, with a specific focus on suicide prevention. The CEPC promotes a public health approach to suicide prevention.
Develops and writes communication products that articulate VA's National Strategy for Suicide Prevention to support the development of community coalition.
Researches communication requirements to determine the nature of the audience and other special considerations to enhance the development of suicide prevention coalition building.
Implements VHA Community-Based Interventions for Suicide Prevention including collaborating with community, Veteran, and state partners to develop, conduct, and/or support community-based suicide prevention programs as defined and supported by the VHA Suicide Prevention Program.
Oversees outreach to educate community partners, the media, VA and other government stakeholders (including Members of Congress) to enhance the development of suicide prevention coalitions.
Develops and coordinates graphics requirements, including databases, tables and spreadsheets to complement communications materials.
Provides a variety of suicide prevention trainings.
Serves as a subject matter expert in public health and suicide prevention.
Performs other related duties as assigned.
Work Schedule: Monday-Friday 7:30-4:00
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/31/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
Individual Occupational Requirement: The Social Science Program Specialist, 0101, has an Individual Occupational Requirement that must be met. You must meet one of the following:
Specialized Experience: Four years of appropriate experience that I have acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. OR,
Education: Degree in behavioral or social science; or related disciplines appropriate to the position. OR,
Combination: Combination of education and experience that provided me with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
In addition to the Individual Occupational Requirement you may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: advising, educating, and assisting with planning, developing, and implementing suicide prevention program; experience using a wide range of qualitative and quantitative methods for data assessment; experience in public health approaches, coalition leadership and management, and other community-based models for suicide prevention; experience in training, education, curriculum development.. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have completed 3 years of progressively higher-level graduate education leading to a Ph.D. degree, or Ph.D., or equivalent doctoral degree in the related field of the position to be filled. The education portion must include courses that demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Education must have been obtained in an accredited college, or university. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond graduate level education (beyond the first 2 years) and specialized experience as described above to meet total experience requirements. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do to the work of this position..
