Serves as the program manager for disposal and reutilization of accountable and non-accountable surcharge property for the Defense Commissary Agency (DeCA). Perform a variety of tasks related to managing the property disposal and reutilization program.

Duties

Manages the property disposal program utilizing contracted "internet" sales as the primary process. Determines fair market value and establishes most expeditious and most advantageous means of disposing of property within regulatory guidelines. Establishes procedures and processes for the sale and/or disposal of accountable and non-accountable surcharge property. Manages property disposal program from cradle-to-grave, identifying unwanted or unserviceable property, determining value, and arranging for re-utilization, destruction or sale. Qualifications

You must meet the Office of Personnel Management (OPM) qualifications for series 1104 and additional requirements by the announcement closing date. Your resume (and/or transcript if necessary) must clearly show that you have the qualifications described below. You can use experience, education, or a combination of the two to qualify. When using education to meet qualifications you must submit transcripts. See Required Documents for more information. Experience: One (1) year specialized experience equivalent to the GS-09 grade level (or equivalent) by the closing date of this announcement. This experience may have been gained in the private or military sector. Examples of qualifying experience include: Manages the property utilization program and updates policies and procedures to ensure compliance with regulations. Performs reutilization, transfer, donation (RT/D), and/or sales of excess property. Researches property disposal problems and develops corrective actions. OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related OR Combination of experience and education: To calculate the combination, divide your total months of experience by 12, then divide your semester hours by 60 and add the two percentages. If the total is 100%, you meet the minimum qualifications through a combination of experience and education. You will receive credit for all relevant qualifying experience (paid and unpaid), including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Additional Requirements that must be met by the closing date: Physical requirements: Performance of work may require visits to generator collection points and areas which may include a warehouse activity. Position may require physical exertion such as extended walking and standing. Performs moderate to heavy lifting when moving material by hand or hand-truck. Time-in-grade applies to the promotion of current and former federal employees who hold or have held a permanent GS position in either the competitive or excepted service in the previous 52 weeks, including current employees applying under VEOA.
