Duties

SBA OIG is looking for a candidate with experience performing and overseeing a wide range of auditing responsibilities to lead its Audit Operations (AO) Group within the Audits Division. AO supports the effective and efficient execution of audits, evaluations and inspections. This position requires extensive knowledge and understanding of Office of Inspector General audits, inspections and evaluations. It also requires a thorough knowledge of internal control and quality assurance standards. The incumbent of this position will serve as Director of the Audits Operations Group and, as such, will be responsible for: Providing advanced technical advice, guidance and information on policy and program matters related to the entire spectrum of audits and evaluations. Developing and implementing standards and operating procedures for planning, performing, and reporting the work of the Audit Division. Overseeing development and implementation of a coordinated audit and evaluation plan. Overseeing development of the annual Top Management Challenges and Agency-wide risk assessment. Leading and overseeing the work of the Systems Auditor/Knowledge Management Specialist. Leading and overseeing the Audit Follow-up and Resolution team. Leading, conducting, and overseeing internal and external peer reviews. Managing the Audit Division's Quality Control Program by ensuring the Quality Assurance Auditor reviews a sample of Audits and Evaluations and reports on compliance with standards developed by the Government Accountability Office and Council of Inspector General on Integrity and Efficiency, as appropriate. Establishing and maintaining effective liaison with SBA leadership, congressional staff, other OIGs, CIGIE, GAO, etc.

Qualifications

In order to qualify for this position, your resume must provide sufficient evidence of experience, knowledge, skills, and abilities needed to perform the duties of the position. Basic Education Requirement: Degree: Accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor."); OR Combination of education and experience: At least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four (24) semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; OR A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; OR Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph 1, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. Specialized Experience Statement: GS-15: One year of specialized experience, equivalent to the GS-14 grade level in the Federal service, obtained in either the private or public sector such as: experience conducting audits or evaluations of agency programs; performing a variety of complex audit assignments; developing an audit work plan; conducting an Agency-wide risk assessment; executing reviews for the purpose of determining adherence to government auditing standards; drafting reports to present results of audits and/or evaluations to staff and senior management; presenting orally the results of audits and/or evaluations to staff and senior management. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME-IN-GRADE: If you are a current career or career-conditional federal employee applying for promotion under Merit Promotion you must have completed a minimum of 52 weeks in positions at the next level lower than the position being filled. All qualification requirements must be met by 11:59 pm (Eastern Time) on 02/05/2024.
