This National Guard position is for a PROCUREMENT COORDINATOR (SYSTEMS), Position Description Number D2632000 and is part of the ME USPFO, National Guard.
Duties
This position is located at Joint Force Headquarters - United States Property and Fiscal Office (USPFO) Purchasing and Contracting office or an ANG Base Contracting Office. The primary purpose of this position is to act as a Systems Administrator for multiple procurement business systems supporting Federal Department of Defense (DoD), Army, and Air National Guard.
MAJOR DUTIES:
1. System Operations: Serves as functional systems administrator for the supported contracting organization(s) access to Federal, DoD, and Army/Air procurement business systems, which require knowledge of the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), Army Federal Acquisition Supplement (AFARS), National Guard Bureau (NGB) policy and other acquisition statutes, regulations, directives and procedures. Plans, manages and executes automated procurement systems. Responsible for tracking/processing user access in acquisition systems and providing the appropriate system permissions. Prepares guidelines, standard methods and operating procedures, reports, and briefings. Provides technical and functional guidance to acquisition personnel in the use of software and assistance with preparation of reporting documents. Identifies, analyzes, and resolves complex and difficult technical problems. (35%)
2. Customer Support: Communicates and assists customers, contracting and acquisition personnel, and others with announcements, troubleshooting issues/questions with procurement business systems. Evaluates and assesses training needs for procurement business systems, identify training gaps within supported organization(s), leverage existing materials or develop training courses and materials. Develops informational materials and guidance to explain new acquisition concepts and regulatory requirements. Provides timely training, instruction and guidance to contract specialists, contracting officers, and other personnel as needed. Coordinates with the appropriate systems helpdesk for functional and technical support. (25%)
3. Data Management: Attends trainings and meetings, surveys supported acquisition team activities to gather data and responds to higher agency request as required. Creates custom/ad hoc and standard reports and responds to taskers/queries. Prepares justifications and background papers on the technical aspects of areas of expertise and assignment. Processes and interprets automated scheduled/unscheduled reports for data integrity, corrective actions, metric improvements or management taskers. Identifies trends and recommends areas where improved management control/oversight is needed based on data reporting compliance. Obtains contract data from the system for statistical reporting purposes and for data calls. Ensures compliance with NGB e-Business Standard Operating Procedures. (25%)
4. Regulatory Compliance/Business Advisor: Researches and analyzes acquisition policy or procedures with emphasis on e-Business. Performs or participates in studies of complex problems and/or the analysis of processes. Identifies operational problems and develops management objectives and solutions. Provides advice and guidance on acquisition e-Business matters to contracting officers, contract specialists, and supported activities. Coordinates with higher headquarters to achieve consistent implementation of e-Business systems and processes. Provides technical advice and guidance to organizational officials. Provides functional/technical systems guidance or interpretation concerning new, unusual or complex acquisition policies and procedures. (15%)

Requirements

- This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.

GENERAL EXPERIENCE:
Administrative or clerical experience, education, or training which demonstrates the candidate's ability to perform the duties of the position. Experience using computer and automation systems.
SPECIALIZED EXPERIENCE:
GS-09
Must have at least 24 months experience, education or training furnishing technical information, assistance, and advice concerning facilities, machinery, methods, materials and standards for production. Experience developing and/or administering provisions or regulations covering such matters as materials allocation. Experience coordinating with civilian companies the results of on-site reviews and findings, recommending resolution to contract deficiencies.
GS-11
Must have at least 36 months experience, education or training program or managerial experience in a type of work or a combination of functions directly related to the business or industry position to be filled or in comparable work or functions. Experience developing and recommending policy; organizing and carrying out specific programs, evaluating and recommending changes in methods of operations. Experience in supervisory, staff or technical work which included study, analysis or evaluation leading to the development or improvement of managerial or administrative policies, practices and procedures. Experience preparing written communications and oral presentations.
