About the Position: You will serve as a Budget Analyst within the Budget, Manpower, Management Branch, Resource Management Office, for the U. S. Army Engineer Memphis District. You will have analytical, technical, and administrative responsibilities for the formulation, justification, and execution for a segment of the district's operating budget, programs, and/or organizational assignment, and related budget issues.

Duties

Develops individual organizational operating budget in the Corps of Engineers Financial Management System which is consolidated into the multi-million dollar Command Operating Budget. Receive, process, and maintain detailed records of all - -military funded Military Interdepartmental Purchase Request (MIPR). Interpret budget directives and ensure budgets are developed in accordance with regulatory guidelines, fiscal restrictions, targets, goals, ceilings, and limitations established by local, regional, or higher headquarters. Develops and assures preparation for budgetary data with team required on performance and financial schedules for the Program Budget Advisory Committee, for initial and midyear. Oversee or coordinate with district staff to process district support agreements with other federal, DoD, Army, public, and private organizations. Develops schedule to meet the Working Program Budget Advisory Committee schedule.

Specialized Experience: One year of specialized experience which includes experience processing Funding Authorization documents and reimbursable customer orders; applying comprehensive knowledge of a wide range of budgeting regulations, methods, and concepts to analyze and formulate budget estimates; AND/OR experience managing Risk Management Internal Control Program (ERMICP) which ensures that district funds, property, and other resources are reasonably protected against fraud, waste, abuse, unauthorized use, mismanagement and misappropriation. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: finance, accounting, or business administration. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Budget AdministrationConcepts, Policies, and Principles of BudgetFinancial ManagementWritten Communication Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-???????09).
