This position is part of the Office of the Chief Information Officer, Enterprise Services Division. The incumbent provides critical Desktop Program Management support for the OCIO to achieve its mission of providing efficient, effective, and economical support services for the DOI and DOI Interagency Agreement customers.

Duties

Provides technical liaison between End User Support and other IT teams and their projects. Manages and maintains several concurrent projects with aggressive goals and timelines. Plans for and tracks desktop patching and software deployments, including emergency "zero-day" patches. Establishes new technical capabilities to support a customer requirements, such as creating a virtual desktop environment for a training room. Assists organizations in adoption and transition to an Information Technology Service Management (ITSM) model for the delivery of IT services. Plans, executes, and manages IT organizational change initiatives; strategic planning and benchmarking activities to support change management; and performance management. Tracks concurrent workstation refresh projects for multiple sub-offices and organizations within Office of the Secretary and the Interior Business Center; and tracks ticketing systems to ensure prompt customer response.

In addition to the specialized experience identified below, individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. For the GS-13: Applicants must possess at least one year of specialized experience that is equivalent in difficulty and complexity to the GS-12 level in the Federal service. Specialized experience is defined as experience that is in or directly related to the line of work of this position and has equipped the applicant with the knowledge and competencies to successfully perform the duties of this position. More specifically, this requirement involves experience working with IT infrastructure and data center hosting and management; MS Office automation products to include an in depth knowledge of MONDAY project management methodology and tracking software (or related software that includes project management integration tools); development and maintenance of O365 sites or SharePoint; requirements analysis; conducting manpower studies; expertise and experience in assisting organizations in the adoption and transition to an Information Technology Service Management (ITSM) model for the delivery of IT services; planning, executing, and managing IT organizational change initiatives; strategic planning and benchmarking activities to support change management; developing customer and stakeholder outreach and communication plan development supporting relationship management; and performance management. This position contains a selective placement factor (SPF) that is part of the minimum requirement of the position. If you do not meet the SPF, you are ineligible for further consideration. Applicants must possess a Project Management Professional Certification (or equivalent certification) to manage and maintain several concurrent projects with aggressive goals and timelines upon entry. You must submit a copy of your certification with your application package. Only experience and education obtained by the closing date of this announcement will be considered. TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.

Education

Education does not substitute for Specialized Experience at the GS-13 grade level.
