Reclamation is seeking a career professional looking for an opportunity to capitalize on their expertise as a Fleet Managment and Property Disposal Specialist. Duties

The primary duties of this position at full performance are: Assists regional and area property managers in research, review, and determination of personal property for disposal involving substantial quantities, categories, and monetary value. Screens and researches the type, quantity, age, condition, and various uses of property and its component parts. Reviews requisitions submitted by regional and area property managers for possibility of filling from excess property. Contacts local schools and other eligible educational institutions and explains the federal donation program and encourages registration with the Computers for Learning Program and contacts. Determines and plans for the repair and rehabilitation of property when economically practical for transfer or selling and initiates action to destroy or abandon property when value, type, demand, condition or hazardous material warrants such action. Responds to inquiries from potential buyers and prepares items sold through GSA auction for shipment to buyer. Ensures proper handling, storage, and accountability of excess or surplus property to prevent damage, loss, or personal injury. Coordinates with the Regional Asset Managers and Area Office Managers to determine area offices that need assistance. Assists with coordinating with regional fleet managers for disposition of fleet vehicles such as boats, trucks, heavy machinery, and/or their engines. Maintains motor vehicle records in the Financial Business Management System (FBMS) database and determines rotation time and reassignment of vehicles to ensure optimum utilization and vehicle availability, making business recommendations to the Area and Field Offices. Establishes preventive maintenance goals and works closely with the local NCAO Garage Mechanics to rotate vehicles within the Northern California Area Office.

In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the education and/or specialized experience requirement - this information must be clearly supported in the resume. To qualify at the GS-07, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-05 level in federal service having demonstrated experience but not limited to: Providing direct support to maintain fleet quality control, inspection, and property management functions associated with accountability of motor vehicle and heavy equipment management support; property second use, recycling, donations, abandonment and destruction, excess/disposal for a wide geographical area; and performing administrative and technical work related to those duties. OR Education: You could otherwise qualify having at least one full year of graduate level education that has equipped me to perform the duties of this position. (Note: You must attach a copy of your transcripts.) OR Superior Academic Achievement: I meet one of the following: In the upper one-third of my graduating class; OR a GPA of 3.0 or higher out of 4.0, as recorded on official transcript or based on courses completed during the final two years of curriculum; OR a GPA of 3.5 or higher out of 4.0, based on an average of required courses completed in major or required courses in major completed during the final 2 years of curriculum. (Note: You must attach a copy of your transcripts.) The superior academic achievement provision is to be used to determine eligibility for applicable GS-07 level positions of persons who have completed (or expect to complete within 9 months) all the requirements for bachelor's degree from an accredited college or university with a qualifying grade point average (GPA), class standing, or honors society. To qualify at the GS-09, you must possess you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-05 level in federal service having demonstrated experience but not limited to: Advising employees and managers on specific fleet related assignments, practices, techniques; and makes available pertinent written instructions, guidance, samples, precedent cases, etc.; Provides direct support to maintain fleet quality control, inspection, and property management functions associated with accountability of motor vehicle and heavy equipment management support; Reviews requisitions submitted by staff , screens for possibility of filling from excess property; Searches excess and surplus property inventories for suitable items as well as identifies excess/surplus property for use on future operations; Works with Hazardous Waste Coordinator to apply various regulations, guidelines, and procedures to assure safe handling through receipt, storage, distribution, and disposal. OR Education: You could otherwise qualify having a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D, if related. (Note: You must attach a copy of your transcripts.) OR You may combine specialized experience and education to meet the qualification requirements. (Note: You must attach a copy of your transcripts.) Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all Eligibility and Qualification requirements, including any selective placement factors if applicable, by 02/05/2024.

Education

This vacancy announcement allows substituting education for experience at the GS-07 and GS-09 grade levels. You must submit a copy of college transcript(s) (unofficial copy is acceptable) to support claimed education if substituting education for experience. Transcripts must include the name of the college or university and date the degree was conferred. A typed list of courses, grades, semester/quarter hours, GPA, etc. will not be accepted. Non-submission may result in being rated not qualified for the position.
