The Pharmacy Technician Specialist will be responsible for, Budget Management, Inventory Management, Drug Recall Management, Generic drug product selection, Procurement of all types of pharmaceuticals to include controlled substances, investigational drugs, supply items, non-Formulary drugs as well as over the counter and all other prescription drugs, and Pharmacy automation support and management.

Duties

Duties include but are not limited to: Maintains effective and economical inventory management of all drugs, medical items and chemicals handled by pharmacy. Works to ensure that inventory levels of medications and medical supplies are managed so that patient care is not impaired due to insufficient stock or the unavailability of a therapeutic alternative. Determines, establishes, and modifies, as necessary, appropriate ordering intervals, inventory levels, most efficient and effective ordering quantities, sources of supply, etc. Utilizes knowledge of available contract information to switch to alternate generic drug products when available. Provides authoritative interpretation of procurement issue to pharmacists, providers, technicians, and pharmacy supervisor. The incumbent acts in the role of advisor to the pharmacy manager to ensure contract adherence and cost effectiveness. Monitors utilization rates for all drugs, medical supplies and pharmacy items in pharmacy including a wide variety of ostomy products and supplies, catheters, and other specialized medical devices most of which are available in a wide range of configurations. Based on this information, initiates indicated procedures to control use and/or initiates procurement cycle. Maintains contact with departments such as Primary Care, Surgery, Radiology and Employee Health to coordinate changes in drugs and materials stocked and the procurement of special drugs/items. Provides assistance to providers, nurses, pharmacist, and researchers in regard to availability of various dosage forms and procedures to obtain them for special patients or research studies. Designs/develops floor plans for stock location changes to maximize drug storage space. Develop working knowledge of the Pharmacy and Prime Vendor computer Systems so that many of the above duties including procurement and Inventory Control can be performed by use of the Computer System as software becomes available. Oversees the management of the Pharmacy's VISTA package on Drug Accountability. Participates in the training and orientation of pharmacy staff. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency: Candidates appointed to direct patient care positions must be proficient in both spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d). Certification. For positions above the full performance level, the employee must pass a national certification exam and hold an active national certification through either: a) PTCB as a CPhT. OR, b) NHA as a ExCPT. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: GS-09. Experience. Candidates must possess one year of experience equivalent to the next lower grade level and demonstrate the KSAs below and meet any additional KSAs for the assignment, if indicated: a) Expert knowledge serving as a key resource advising others in their particular specialty area or section of the pharmacy (such as procurement, sterile compounding (USP compounding standards), controlled substances DEA, automation, clinical pharmacy, lead tech, contact center, etc.). b) Skill in analyzing data for self-driven (independent) performance improvement projects, workload analysis and statistical reports. c) Skill in solving problems and implementing corrective actions to maximize outcomes in their program area. d) Ability to maintain special accreditations and prepare for national reviews/inspections (e.g., The Joint Commission, Inspector General, American Society of Health System Pharmacists®, controlled substance inspections). e) Ability to develop training programs and material for orientation, competency development and educational needs for regulatory requirements within the specialized pharmacy program area. Preferred Experience: Two years of procurement experience, drug medication knowledge, recall experience, government purchase card, and government contract experience. References: VA Handbook 5005/159 Part II Appendix G28 Physical Requirements: Typically, the employee can be expected to sit at a desk or table with walking and standing throughout the day. Items such as cases of drugs, nutritional supplements, prescription vials, totes, etc. are carried from delivery carts for placement on shelves. Lifting of moderately heavy objects approximately 40 lbs. normally required. Work Environment: Work is performed in an office/clinic/pharmacy setting with minimal risks that requires normal safety precautions; the area is adequately lighted, heated, and ventilated. However, the work environment requires someone with the ability to handle several tasks at once in sometimes stressful situations.
