Incumbent serves as the Designated Learning Officer for Central Arkansas Veterans Healthcare System. They works closely with the Associate Nurse executive for education. in the oversight & development of education & workforce development programs at both the facility and VISN level. The position applies knowledge & experience to develop, coordinate & promote a comprehensive program of staff education, supervisory education & leadership development activities.

Duties

Develops, implements, and monitors workforce development programs. Uses established practices for working on group action learning projects and modifies as needed to ensure outcomes translate management goals into coordinated work operations. Assists the ANE/Education with providing leadership and direction in the Medical Center for aligning the spectrum of programs across the educational continuum, staff education, workforce development and employee lifecycle. Is a leader is creating culture of learning and education to address the new VA workforce. Assists the Medical Center strategic planning process, advocating for the development of a robust local learning infrastructure. Provides planned systemic studies to determine immediate and long-range non-clinical training needs of the organization. Work Schedule: Monday - Friday 7:30a-4:00p, subject to change based on the needs of the agency. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/31/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Individual Occupational Requirement: Applicants who meet the Individual Occupational Requirements described below are fully qualified for the specified entry grade and must also meet the specialized experience and/or education requirements. To qualify you must possess one of the following: Degree: that included or was supplemented by major study in education or in a subject-manner field appropriate to the position. OR Combination of education and experience - courses equivalent to a major in education, or in a subject matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4 - year course of study described above. In addition to the IOR above you must ALSO meet the below specialized experience. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience in creating and delivery training content. Develops complete, full-length courses using Adobe or similar products (i.e Adobe Connect, Adobe Captivate, Adobe Cloud). Reviews and evaluates audiovisual aids of substantial scope, that are often in untried form, and assesses the adequacy of the product. Develop or oversee the production of classroom handouts, instructional materials, aids, and manuals and stays abreast of new trends and tools. You will be rated on the following Competencies for this position: Change ManagementDeveloping OthersEducation and TrainingKnowledge Management Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work is primarily sedentary in nature, although some slight physical effort may be required. Being able to meet physical demands for teaching PMDB class, i.e. bending, pulling, pushing, kneeling, getting up and down. Carrying classroom handouts or books and scooting tables and chairs around to set up for class.
