The Licensed Practical Nurse/Licensed Vocational Nurse (LPN/LVN), GS-7 performs as a lead to GS 6 LPN and GS 6 Program Support Assistant staff and Program Support Assistant Staff within the Community Care setting. The LPN/LVN possesses comprehensive practical nursing knowledge and has acquired specialized skills in Community Care procedures and practices. The LPN/LVN GS-7 work at is of considerable difficulty and responsibility is performed under general supervision.
Duties
MAJOR DUTIES AND RESPONSIBILITIES:
Distributes and balances the workload among employees in accordance with established workflow or job specialization, assure timely accomplishment of the assigned workload, and assure that each employee has enough work to keep busy.
Keeps in touch with the status and progress of work and makes day- to- day adjustments in accordance with established priorities, obtaining assistance from the supervisor on problems that may arise, such as backlogs which cannot be disposed of promptly.
Estimates and reports on expected time of completion of work and maintain records of work accomplishments and time expended and prepare production reports as requested.
Instructs employees in specific tasks and job techniques and make available written instructions, reference materials and supplies.
Provides on the job training to new employees in accordance with established procedures and practices.
Maintains a current knowledge and answer questions of other employees on procedures, policies, directives, etc. and obtains needed information or decisions from supervisor on problems that come up.
Checks on work in progress or spot checks work not requiring review and reviews completed work to see that supervisor's instruction on work sequence, procedures, methods, and deadlines have been met.
Amends or rejects work not meeting established standards, refer to supervisor questions or matters not covered by standards and problems in meeting performance standards.
Monitors working conditions such as seating, ventilation, lighting, safety, etc.; Informs employees of available services and employee activities.
Resolves simple, informal complaints of employees and refer others to supervisor. Reports to supervisor on performance, progress, and training needs of employees, and on behavior problems.
Provides information to supervisor as requested concerning promotions, reassignment, recognition of outstanding performance, and personnel needs.

Qualifications
Basic Requirements:
Citizenship: Must be a Citizen of the United States. Noncitizens may be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Language Proficiency: Must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d).
Education: Must be a graduate of a school of practical or vocational nursing approved by the appropriate State agency and/or accredited by the National League for Nursing (Accrediting Commission (NLNAC)) at the time the program was completed by the applicant.
Licensure: Must possess a Full, active, current and unrestricted licensure as a licensed practical or vocational nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or District of Columbia. (COPY OF LICENSE REQUIRED)
Grade Determinations: In addition to the basic requirements stated above, the following qualification criteria must be met for each grade. The candidate's qualifications must clearly demonstrate the level of competence required for the grade.
GS-7 Level: Must possess at least (1) on year of qualifying experience at the GS-6 level or equivalent, fully meeting all of the performance requirements for the GS-6 LPN/LVN. Experience includes knowledge and skills necessary to carry out more specialized patient care duties, ability to assist RN and/or MD/DO to appropriately prioritize overall patient care needs and adjust plans for care delivery, ability to proactively assist the RN or MD/DO in addressing patient's needs for medication/treatments, accurately administering prescribed medications/treatments according to established policies/procedures and appropriately recording administration and patient's response to medications/treatments received, ability to recognize potential urgent or emergent patient care situations, seek assistance of the RN and/or MD/DO for appropriate team intervention and effectively intervene, as directed, to assure the continuation of optimal, safe and therapeutic patient care delivery, ability to assist individuals or groups of patients and their families to take an active role in promoting healthy lifestyles for more positive patient outcomes, exhibits skill, creativity and initiative in contributing to the improvement of overall care delivery and patient and/or family satisfaction levels through active participation in committees/task forces, research projects or in developing educational materials/media, possesses comprehensive practical nursing knowledge and skills in specialized procedures and practices to serve as a resource person for other staff in organizing and implementing more complex/specialized patient care, supports the RN or MD/DO in monitoring the practice of unlicensed nursing or non-medical staff in patient care ability to work of considerable difficulty and responsibility is performed under general supervision delivery, and actively seeks out educational opportunities to enhance nursing knowledge and skills, and providing leadership in assisting other staff improve and advance their nursing practice.
Preferred Experience: 2 years Community Care scheduling and medical record scanning. Experience training / unit orientation to new staff.

Physical Requirements: Requires potentially long periods of continues walking, standing, stooping, sitting, bending, pulling, and pushing. Transferring patient and objects may be required.
