These positions are located in the BLM Oregon State Office, Northwest Oregon District, Deputy District Manager's Staff office. The primary purpose of this position is to resolve a variety of problems, questions, or situations related to the District's fleet and equipment program.

Duties
Manage, coordinate, and continually analyze the District's fleet and equipment program to effectively support the District’s requirements.
Provide guidance to District personnel regarding rules and regulations, the availability of vehicles and equipment, purchasing and disposal procedures, maintenance requirements, and required documentation.
Monitor and evaluate district operations to ensure compliance with Federal, Departmental, and Bureau of Land Management (BLM) policies and procedures.

- You must possess and maintain a valid State Driver's License for the duration of the appointment to this position.
- You will be required to operate government owned motor vehicles, lightweight trucks, and operate forklifts.
Qualifications
To be considered minimally qualified for this position, you must demonstrate that you have the required experience and/or education for the prospective grade level(s) in which you are applying.
Minimum Qualification Requirement, GS-09:
Specialized Experience: Have one full year of specialized experience comparable in scope and responsibility to the GS-7 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) Conducting studies and analyzing program materials to assist in developing operating goals; (2) Determining utilization of fleet and equipment and the cost effectiveness of specific vehicles or equipment; (3) Ensuring owned vehicles are used in an official capacity; (4) Utilizing vehicle accident reporting procedures and requirements to assist employees in filling out accident reports, and to ensure reports are accurate and timely; and (5) Utilizing computer software and hardware to input data, process adjustments and corrections, retrieve reports or other data and/or to maintain detailed use/cost monitoring system by unit.
OR
Education: Have successfully completed 2 years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree with major study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, nautical science, marine affairs, marine engineering, marine transportation, or other fields related to the position.

Combination of Education/Experience: Have an equivalent combination of specialized experience and graduate level education described above. (To calculate, first take the number of semester hours or equivalent earned towards a graduate degree, in excess of 18 semester hours, and divide by 18 semester hours or equivalent. Then take the number of months of experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify).

Physical Demands: The work ranges from sedentary when completing duties in the office to frequent field work requiring a considerable amount of walking, climbing, stooping, bending, and lifting.
Work Environment: Office work is performed in adequately lighted, heated, and air-conditioned offices. Much of the time is spent in the field where exposure to extremes of heat and cold, rough and slippery terrain, wet weather, insects, snakes, deadfalls, and other hazards are common.
Education
To qualify based on education, you must submit a legible copy of transcripts from an
accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.
If you are using
education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
