Duties
Serving as a Explosives Specialist (Instructor) GS-1801-13 makes you a valuable member of the Federal Law Enforcement Training Centers (FLETC) team and mission. This position is located in the Terrorism Mitigation Branch (TEB), Counterterrorism Division (CTD), within the Technical Training Operations Directorate (TTO) under the Office of the Associate Director for Training Operations of the Federal Law Enforcement Training Centers (FLETC) and located in Glynco, Georgia.
This position serves as an Explosives Specialist (Instructor) as a senior-level instructor involved in planning and conducting classroom, laboratory, and/or field instruction sessions as part of the CTD training program. Typical assignments include:
Serving as Range Safety Officer conducting Emergency Disposal Operations and Explosives Regulatory Storage Procedures.
Developing and implementing long and short-range training plans and formulating appropriate financial operating plans and program procedures to ensure the training program meets the needs and interests of the organizations served.
Conducting research on emerging technology, practices, and techniques to enhance instructional knowledge, skills and tailor training to a specific audience.
Managing, serving, providing, processing, and supporting divisional administrative efforts.
Ensuring the proper handling and use of explosives and the safety of students at all times.
Assisting in range and range-vehicle maintenance and construction of IED training props
Requirements
- You must be a U.S. citizen to apply for this position.

- You must successfully pass a background investigation.
- Must possess and maintain a valid state issued driver's license to conduct official government business.
- Must be able to obtain and maintain FLETC Law Enforcement Instructor certification within 12 months of
employment.
- Must be able to meet job-related medical and/or fitness standards. Subject to an initial and annual
physical examination that measures visual, hearing, and physical acuity.
- Required to undergo initial and random drug testing for illegal drug use. Employment is contingent upon
favorable results.
- This position is subject to Lautenberg Amendment. Persons convicted of misdemeanor crimes of
domestic violence are prohibited from occupying this position.
- Weekends and federal holidays may be required.
- Overtime may be required.
- Occasional travel may be required.
- This position is eligible for situational-only telework based on agency policy.
- This is a bargaining unit position.
- Current and former federal employees within the General Schedule (GS) must meet the time-in-grade requirements outlined in the "Qualifications" section of this announcement.

SELECTIVE PLACEMENT FACTOR: In order to be considered for this position you must possess and upload a Certification from one of the following training programs:
U.S. Military Explosives Ordnance Disposal (EOD)
Hazardous Devices School (FBI HDS)
ATF Certified Explosives Specialist (CES)
Specialized Experience: In addition to the Selective Placement Factor, you must possess at least one year of specialized experience equivalent to the GS-12 or pay band in the Federal service, or equivalent experience in the private or public sector performing and instructing the following specialty area: Instructing classroom and practical exercise training within the following subject areas; Bombs and explosives detection (military, commercial and homemade): Improvised Explosive Devices (IED), Vehicle Borne IEDs, Water Borne IEDs. MANPADS and Suicide Bomber Mitigation, First Response, Weapons/Explosives Detection, Operations Security, Range Safety Officer and Emergency Disposal Operations, and Explosives Regulatory Storage Procedures.

Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement.

Re-employed annuitants' annual salaries will be reduced by the amount of their retirement annuity and by further cost of living increases. FERS retirees receiving a FERS annuity supplement must also be aware that, like social security benefits, their FERS annuity supplement is subject to an earnings test and may be reduced if the salary earned is more than the social security exempt amount of earnings.
