The primary purpose of this position is to plan, direct, and conduct comprehensive manpower and organizational analyses/studies and resource management of widely diverse organizations, with complex structures, functions, and work processes; and to provide management advice and consultation to improve organizational effectiveness, resource efficiency, and resource savings.
Duties
Studies the structure, functions, and/or resource allocation of organizations with complex and/or highly interrelated work processes and functions. Advises or proposes solutions to management to improve processes and structures to maximize mission accomplishment and manpower resource utilization.
Designs, plans, and conducts complex and comprehensive studies/analysis of a wide range of organizational elements and functional areas to provide a sound basis for management's decisions involving manpower requirements, resources , organization, and the general and specific uses of manpower resources in support of existing or future force structure initiatives and/or initiatives impacting major command missions. Determines manpower impacts of force structure changes, weapon system conversions, strategic sourcing initiatives, and budget and resource issues.
Designs, plans, and conducts work measurement, methods and procedures, manpower requirements utilization and engineered time standards; reviews and implements changes to organization and resource controls/programs, and/or benchmarking studies of complex, interrelated substantive work processes or functions. Studies require significant adaptation of work methods and application of manpower/process standards.
Collects and analyzes data to insure the most effective use of command manpower resources. Actions include internal command resource realignments, organizational restructuring, strategic sourcing recommendations, and the interaction/coordination with Air Staff counterparts for such actions.
Plans, develops, organizes, and determines necessary policies, directives, programs, procedures and instructions for the determination and effective management of Air Force and PACAF manpower Requirements, Resources, Organization, and Strategic Sourcing programs as described in all applicable Manpower and Organization Air Force regulations, all applicable DoD and Federal regulations, and Public Laws. As a senior management analyst, ensures program/project adherence to legal and regulatory guidance, and develops command directives for operation and use of command manpower resources and requirements to meet command and organizational needs.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience include managing complex processes with wide ranging implications for manpower, personnel, manpower standards/determinants, acquisition, budgetary policies, regulations and legal precedents; applying regulatory, enforcement, and statutory processes and procedures impacting the management of manpower requirements; mastery of advanced management and organizational principles, methods, and practices as they apply to manpower; applying qualitative and quantitative statistical analysis processes; developing budget forecasts, cost projections, POM narratives and issue papers; applying Manpower Determinants; Organization, Management Engineering, Strategic Sourcing, and Productivity Enhancing Capital Investment process and procedures; Utilizing Manpower Programming Execution System (MPES) and the Strategic Sourcing databases (to include CAMIS and COMPARE); applying manpower, personnel, acquisition, budgetary, or other supporting processes; manage and conduct manpower and/or strategic sourcing studies; high level of skill in written and verbal communication with technical accuracy.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Expert knowledge and skill in the application of DOD, Joint, and AF regulations, policies and guidelines, as well as ability to interpret public law governing all applicable manpower and organization programs.
2. Expert knowledge of Air Force organization, missions, and functions to conduct manpower studies and/or standard re-applications to determine manning and skill levels. Ability to devise organizational structuring options for complex, diverse organizations, and ability to provide complex management support in effective resource utilization.
3. Ability to employ computer systems and software programs utilized by the manpower and organization division, as well as Microsoft Office applications.
4. Expert skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems concerning efficiency and effectiveness of program operations; and ability to gather, assemble, and analyze facts, draw conclusions, devise solutions to problems, and identify changes and trends.
5. Expert knowledge of manpower programming, allocations, and requirements to manage command resources effectively. Ability to understand FYDP implications. Ability to lead others and advise senior leaders with their knowledge of the Air Force Manpower Determinants, Organization, Management Engineering, Strategic Sourcing, and Productivity Enhancing Capital Investment (PIF) programs as they relate to assigned manpower and organization programs and in the application of all pertinent policies, principles, procedures, and directives.
6. Ability to communicate effectively, both orally and in writing, to gain cooperation and/or gather organizational information from others during interviews through tact, courtesy, and diplomacy. Ability to negotiate complex issues.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave. At the time the active duty member applies for a civil position, he or she must submit a "certification" memo in lieu of a DD-Form 214,
Certificate of Release or Discharge from Active Duty. Active duty members applying for a civil service position without submitting a valid certification memo or DD-Form 214 with their application will render the member ineligible for the position. The certification memo must originate from the member's military service branch on official letterhead and contain the following:

- Branch of Armed Forces
- Dates of Active Service (Start and End Date(s)
- Expected Date of Discharge/Release from Active Duty
- Terminal leave start date (if applicable)
- Expected character of service (honorable or general) and type of separation (i.e. separation or retirement)
