Primary purpose of this position is: To manage Security Forces criminal indexing program and serve as a principal advisor to the Security Forces Commander on criminal indexing activities. Manages and coordinates all aspects of the criminal indexing process with installation entities, the MAJCOM, and the Department of the AF Criminal Justice Information Cell (DAF-CJIC).
Duties
Implements and administers the Criminal Indexing Program for the Installation. Implements federal law, directs compliance with DOD, DAF, and MAJCOM policies, and develops local procedures for the collection of biometrics, documentation of criminal history information, reporting of arrest records to the Department of Justice, and the conduct of compliance reviews.
Manages the criminal booking and indexing process for Security Forces investigations. Provides booking and indexing support for Security Forces law enforcement entities.
Liaisons with installation entities in support of law enforcement mission. Engages with installation-level Commanders and First Sergeants to obtain information on issued Command Directed Inquiries (CDI) and Military Protective Orders (MPO) and evaluates to ensure expedient entry of data into NICS to prevent weapons purchases.
Provides assistance for technical investigative support tasks. Serves as a subject matter expert on Livescan Management System (LSMS). Enables and ensures LSMS system updates and software and hardware maintenance.
Serves as the Security Forces Squadron primary or alternate evidence custodian. Receives evidence collected by Security Forces during criminal investigations, which sometimes includes hazardous waste, biohazards, firearms, contraband, etc.
Serves as criminal history records custodian. Administers the installation's criminal records program to align with DAF-CJIC guidance and Air Force Records Information Management System - AFRIMS approved tables and rules.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the laws, regulations, and issues related to criminal indexing, investigation, criminal booking process and collection, and the preservation of evidence.

EDUCATION: Applicants must have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D. that demonstrates the knowledge, skills, and abilities necessary to do the work of the position. COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts with your application.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the laws, regulations, and issues related to criminal indexing, investigation, criminal booking process and collection, and the preservation of evidence.
2. Skill in working with computers and automated systems as well as an aptitude for computer networking.
3. Skill in applying tact and diplomacy during difficult circumstances to advise and inform organizational leadership or high-level offices on complicated, sensitive, and occasionally controversial issues.
4. Strong skills in strict, meticulous accountability for data and items and able to withstand legal scrutiny.
5. Ability to communicate orally and in writing, to instruct on procedures and lead teams, prepare reports, respond to inquiries, negotiate procedures, and make presentations to management officials.
6. Ability to plan, organize, and direct functions and multiple stakeholders in order to inspire, motivate, and guide others toward goal accomplishment.
Physical Demands
The work is primarily sedentary with walking, standing, light carrying, and personal computer operating. There are recurring requirements to travel around the installation in order to liaise, coordinate and instruct installation personnel. The employee will also work at crime scenes while preserving and documenting evidence. The employee may also need to travel for periodic conferences and classes.
Work Environment
The work is performed in an office setting with adequate lighting, ventilation, and environmental control.
Other significant facts pertaining to this position are:
1. Must be able to obtain and maintain a Secret security clearance.
2. This is a Key position. The duties of this position meet all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and cannot become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,")
3. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
4. Must be able to obtain and maintain a government travel card.
5. Department of Defense Physical Security Certification (PSC) conferral is required within 2 years of the established employee EOD or initial assignment date to this position in accordance with DOD 3305.13-M, DoD Security Accreditation and Certification and AFI 36-2645, Security Professional Certification and Development. The listed certification requirements may not be deleted or modified without the written approval of the AF Security Functional Authority (SAF/AA) or their delegated security career field representative.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
