The primary purpose of this position is to serve as the installation-level cyber asset manager and provide oversight for the acquisition, inventory, accountability, maintenance, and disposal of all hardware, software and personal wireless communication assets.

Duties

Serves as the installation control point for Information Technology and Personal Wireless Communications Services (IT/PWCS) management ensuring the Wing complies with multiple complex Congressional, Federal, Department of Defense and Air Force policies. Analyzes requirements and establishes plans of action for improving IT applications. Directs, plans, organizes and manages the Base Software License Management (BSLM) Program. Serves as contracting officer representative. Performs as a technical advisor in business meetings and presents briefings.

Qualifications

In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Individual Occupational Requirements for the Information Technology (IT) Management Series, GS-2210 (Alternate A). https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/2200/information-technology-it-management-series-2210-alternative-a/ EDUCATION: Ph.D. or equivalent Doctoral degree; or 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent Doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. (NOTE: YOU MUST SUBMIT COPIES OF YOUR TRANSCRIPTS) OR EXPERIENCE: Must have IT-related experience demonstrating each of the following four competencies: Attention to Detail, Customer Service, Oral Communication, Problem Solving AND have at least one (1) year of specialized experience at the next lower grade GS-09 or equivalent in other pay systems. Examples of specialized experience includes: Applying a wide range of IT principles, concepts, methods, advancements, policies, design, development, testing and applications, both hardware and software sufficient to assess the organization's IT business requirements; Application of the organization's policy and planning formulation process along with its missions, goals, and objectives to prepare IT polices and plans; Developing IT policies and plans and to assess impact of changed policy on the organization's current IT plans and programs; Performing feasibility studies, perform cost analysis review and recommend a best course of action along with suitable alternatives. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a wide range of IT principles, concepts, and methods. Knowledge of organization's policy and planning formulation process along with its missions and objectives to prepare IT polices and plans. Knowledge of budgetary processes, cost-benefit analysis methods, and analysis of performance data to prepare budget recommendations in support of IT requirements. Knowledge of systems architecture, integration techniques and testing methods. Ability to analyze complexities of existing technology, reviews and revises local policy, initiates plans for enhancements, and provides management sufficient technical and cost analysis information, through written documentation and oral briefings, to render informed judgments. Ability to maintain an up-to-date awareness of technological advances and predict how management can meet future requirements. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
