Duties

The primary purpose of this position is to serve as an Airfield Management Specialist that evaluates the day to day airfield management operations and maintains situational awareness of airfield activities and keeps the Airfield Manager informed of any conditions that may affect the safety of the airfield. Provides flight services to the aircrews when requested oversight for Flight Services and airfield operations during a shift of operation. This position also provides pilots with a variety of critical information for planning and conducting a safe flight as requested. Duties: Functions as the shift leader when designated by the Airfield Manager and is expected to use available resources and make sound judgment and timely decisions. Inspects and/or checks the airfield for flying safety hazards to include compliance with airfield criteria, aircraft foreign object damage and bird aircraft strike hazards. Evaluates day-to-day airfield operations to ensure safe, efficient and effective use of airfield operations/services. Maintains situational awareness of airfield activities. Responds to aircraft emergencies, accidents, and incidents on the airfield.

  • The work requires irregular hours of work, rotating shifts and rest days, with periods of high stress.
  • Must be able to complete and maintain certification to operate a vehicle on the airfield, to include meeting all color vision testing requirements, in order to operate a vehicle in the Controlled Movement Area.
  • The ability to use wildlife control devices, including firearms, as well as any other necessary equipment.
  • Is required to participate in Operational Readiness Exercises and Major Accident Response Exercises.
  • This is a drug testing designated position. The incumbent is subject to random testing for drug use.

Qualifications

Conditions of Employment Continued: Must have or have held United States Air Force Airfield Operations Supervisor certification or have civilian equivalent (Federal Aviation Administration or American Association of Airport Executives) experience executing Airfield Management duties that correlate to tasks in the Airfield Management Operations Coordinator and Airfield Operations Supervisor Performance Certification Guides at a military or civil airport. This is a Term position NTE 36 Months; the individual selected for this position may be extended without further competition. Current Federal civilian employees may apply for this position using "Reinstatement" eligibility and if selected, a break in service of at least 4 calendar days may be required prior to appointment to this position. The position is designated as Key. Incumbent must be removed from their military recall status if alternatives for filling the position during an emergency are not available. Incumbent may be required to work extended and/or irregular hours during exercises or contingency situations. This position is a "Key" position. It cannot be vacated during a national emergency or mobilization without impairing the capability of the organization to function effectively. Position requires access to firearms. Persons convicted of a misdemeanor or felony crime of domestic violence may not occupy this position in accordance with the Gun Control Act (Lautenberg Amendment) of 1968, as amended 30 Sep 96. Employee must sign DD Form 2760, Qualification to Possess Firearms or Ammunition In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Transportation Operations Series, 2150. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-7, or equivalent in other pay systems. Examples of specialized experience includes Practical knowledge of industry and AF airfield management operations practices, procedures and the established regulations, requirements, and techniques related to the airfield management program. Practical knowledge of airfields; such as condition of runways, taxiways, aprons, operational status of airfield support facilities (airfield lighting, barriers, navigational aids, etc.) and obstacles that are violations to airfield standards and safety issues that may restrict aircraft operations and issuance of Notices to Airmen. Practical knowledge of airfield regulations to analyze and resolve problems of a procedural or factual nature. OR EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related [remove if unrelated]; education must have major field of study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, nautical science, marine affairs, marine engineering, marine transportation, or other fields related to the position. NOTE: You must submit a copy of transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position. NOTE: You must submit a copy of transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Practical knowledge of industry and AF airfield management operations practices, procedures and the established regulations, requirements, and techniques related to the airfield management program. Practical knowledge of airfields; such as condition of runways, taxiways, aprons, operational status of airfield support facilities (airfield lighting, barriers, navigational aids, etc.) and obstacles that are violations to airfield standards and safety issues that may restrict aircraft operations and issuance of Notices to Airmen. Practical knowledge and understanding of airfield manuals, instructions and procedures to conduct airfield inspections. Practical knowledge of aerial navigation and aviation techniques, flight operations, flight planning rules, practices, and procedures to develop/change flight plans worldwide. Practical knowledge of flight operations, visual and instrument flight rules, Federal Aviation Regulations, the international airway routes and structure, oceanic routes, controlled and special use airspace, flight characteristics and systems of several types of aircraft (aircraft altitude/airspeed capabilities, aircraft systems malfunctions), knowledge of flight safety, knowledge of exercise and contingency operations. Ability to act decisively in emergency situations. Ability to communicate effectively and tactfully with military and civilians of all ranks. Ability to operate various communications devices such as radio, desktop computer, intercoms, etc., and knowledge of procedures for message and report preparation, and notification procedures. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
