THIS IS AN INDIANA NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION This position is in the Excepted Service under the authority of Title V, P.L. 114-328, Sections 932 and 1084 (FY17 NDAA) This position is part of the IN 181st Intelligence Wing, Indiana National Guard under Position Description Number PD#T5636P01. Duties

Independently performs and examines financial management functions to ensure internal and external accounting systems and administrative controls are sufficient to confirm that obligations and disbursements are in compliance. Aggregates data from multiple financial and accounting systems and sources to provide management with accurate and timely financial reporting. Analyzes and accurately processes financial services transactions (i.e., payroll, debts, and miscellaneous entitlements) while applying quality assurances techniques. Executes full spectrum pay and entitlement operations (Military Pay, Civilian Pay, Accounting, and Travel Pay). Analyzes and measures the effectiveness and efficiency of financial operations; reliability of financial reporting; compliance with policies, regulations, applicable laws and guidance; and ensures that internal controls are in place. Determines the legality of entitlements/collection actions and provides decision support to the Financial Manager. Performs other duties as assigned.

Requirements

  • Males born after 31 December 1959 must be registered for Selective Service.

  • Must be able to obtain and maintain the required security clearance.

  • Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
  • May be required to travel by car, in military and/or commercial aircraft, and by other means of transportation as appropriate to perform temporary duty assignments.
  • This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration.
  • This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d.
  • Members of the financial management workforce are required to participate in the Financial Management Certification Program; therefore, achieving certification is a condition of employment.
  • Members of the financial management workforce must achieve the appropriate certification level for their positions within 2 years of notification of applicable certification requirements or the period of any extension.

Qualifications

IAW DoD 1300.26 you will have to complete the appropriate Financial Level certification designated by the position and/or supervisor. Failure to do so may result in termination. GENERAL EXPERIENCE: Progressively responsible clerical, office, or other work that indicates ability to acquire the particular knowledge and skills needed to perform the duties of the position to be filled. Must have the following knowledge, skills, and abilities for: - Skill in collecting and analyzing data effectively, efficiently, and accurately; - Skill in applying procedures and directives by reading and interpreting program material; - Skill in presenting formal training presentations and briefings; - Ability to prepare reports and presentation formats. SPECIALIZED EXPERIENCE: Must have at least 36 months of experience, training, or knowledge of laws, Department of Defense Directives, finance regulations and financial management and operating procedures relative to the entitlements and allowances related to the payment of military personnel, civilian personnel, vendors, and travelers. Knowledgeable of the Office of the Management and Budget (OMB) compliance requirements. Skilled in in applying related laws, regulations, precedents, methods and techniques of budgeting. Skilled in developing management plans that document business and financial environment. Skilled in identifying and analyzing program risks and tests controls, weaknesses, and/or deficiencies. Extensive knowledge of military pay and allowances, civilian pay and allowances, vendor payments, and travel entitlements. A detailed grasp of governing regulations and a thorough understanding of pertinent laws, regulations, and other technical criteria in order to determine propriety of entitlements and pay. Detailed knowledge of related financial regulations and rulings covering diverse types of pay transactions to typically function as a technical authority for the resolution of an extensive range of issues or problems. Knowledge of the overall Defense Finance Accounting Service (DFAS) mission and functions, operation, and relationships to other agencies to respond to special inquiries and task organizations for information and responses. Knowledge of automated financial systems to participate in a variety of required operations audits and analytical reviews related to pay entitlement determinations. Specific knowledge of Microsoft (MS) Office suites of Access and Excel. Knowledge of and ability to gather, assemble, analyze and prepare both short and long term strategy for presenting, explaining, and documenting budget requests and justifying to management officials. Must have at least 12 months specialized equivalent experience to the next lower grade level. Education

You may combine education with specialized experience to meet the length of experience requirement for GS-11. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Completed undergraduate or graduate education, the awarded college degree should be in one of, or a combination of the following disciplines: accounting, business, finance, economics, math, statistics, industrial management, marketing, quantitative methods, or organizational management.

To receive credit for Education, you must provide transcripts or documentation of proof that you meet the Education requirements for this position.
