Duties

Duties listed are at the full performance level of GS-11: Participates in efforts regarding long and short-range financial planning, and financial management. Develops, reviews, and edits detailed analyses and also estimates for annual current and outyear activities. Provides budgetary guidance to local managers, supervisor, and lower-level personnel; also compiles data for a variety of sources. Persuades program managers to follow recommended courses of action. Executes budget activities and operations for specifically assigned organizations. Monitors and tracks expenditures and analyzes labor costs. Ensures that funds distribution promotes overall strategic goals and objectives. Reconciles cost target allocations and ensures that expenditures do not exceed authorized spending limits. Formulates budget estimates and projects budget data for substantive programs.

Qualifications

In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your experience. For GS-09: A. Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained either in the private or public sectors) performing the following: Performs a variety of routine technical and recurring budgetary duties that are structured to increase the incumbent's competence in the application of budgetary and financial management principles, procedures, and techniques. OR B. Education: Have a Master's or equivalent graduate degree or two (2) full years of progressively higher level graduate education, leading to such a degree from an accredited college or university, that is related to the position. (NOTE: You must submit a copy of your transcripts as proof of any claimed education). OR C. Combination: Have some specialized experience as described in statement A, but less than one (1) year; and have more than one (1) year but less than two (2) years of graduate education as described in statement B. To calculate your combined amount, first determine the amount of your specialized experience as a percentage of the requirement listed in A above. Then determine the amount of your graduate education in excess of one full year (18 semester hours) as a percentage of the requirement listed in B above; then add the two percentages. The total percentages must equal at least 100 percent to qualify. (NOTE: You must submit a copy of your transcripts as proof of any claimed education). For GS-11: A. Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained either in the private or public sectors) performing the following: Applying a full range of techniques to identify, interpret, and resolve moderately complex budgetary issues and complete a variety of well-precedented projects and assignments. The position shall ensure compliance with all governing laws and regulations. OR B. Education: Have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree, that is related to the position. (NOTE: You must submit a copy of your transcripts as proof of any claimed education). OR C. Combination: Have an equivalent combination of specialized experience and education, as described above. To combine education and experience, first determine your education as a percentage of the education required for the grade level. (NOTE: Only units in excess of the first two years (36 semester hours or the Master's level) may be used to meet the educational requirement.) Then take the number of months of full-time experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. (NOTE: You must submit a copy of your transcripts as proof of any claimed education). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.
