GS-05 & GS-07 The primary purpose of this position is to serve as a Records and Information Management Specialist in a developmental capacity in the Division of Information Services (XIL) at Headquarters Air Force Office of Special Investigations (AFOSI).

Duties

GS-09 The primary purpose of this position is to serve as a Records and Information Management Specialist in the Division of Information Services (XIL) at Headquarters Air Force Office of Special Investigations (AFOSI). DUTIES GS-05: Serves as a developmental member of the Records and Information Management team in the AFOSI file repository which manages the administrative processing of requests for case files and for information from AFOSI investigative files. Performs recurring work assignments as directed from the Information Services Branch Chief and Records and Information Management Manager on digitizing case files in accordance with established priorities. Serves as a point of contact for all mandated administrative support programs. GS-07: Serves as member of the Records and Information Management team in the AFOSI file repository and manages the administrative processing of requests for case files and for information from AFOSI investigative files. Performs developmental assignments of moderate difficulty where work procedures are established, and a number of specific guidelines exist. Works with the Information Services Branch Chief and Records and Information Management Manager on digitizing case files in accordance with established priorities. Performs recurring technical scanning of case files for non-digitized cases; prepares respective non-digitized case file material for scanning and scans appropriate documents for electronic case file access. Serves as a point of contact for all mandated administrative support programs. Ensures unit compliance with regulations, laws, policies, and command directives. Attends required training, meetings and functions as related to the prescribed unit programs. GS-09: Serves as member of the Records and Information Management team in the AFOSI file repository and manages the administrative processing of requests for case files and for information from AFOSI investigative files. Conducts and coordinates searches for responsive files and documents. Receives and process requests for case file checks in support of criminal investigations, Freedom of Information Act requests, Agency Release requests, and other authorized administrative requests. Works with the Information Services Branch Chief and Records and Information Management Manager on digitizing case filesin accordance with established priorities. Providesinput and recommendations on management of AFOSI files and file services. In response to request for non-digitized cases, prepares respective non-digitized case file material for scanning and scans appropriate documents for electronic case file access. Serves as a subject matter technical expert for all mandated administrative support programs. Ensures unit compliance with regulations, laws, policies, and command directives. Attends required training, meetings and functions as related to the prescribed unit programs and provides training on procedures as directed.

  • Position will be developmental to the target grade of GS-09. Upon completion of appropriate training and time in grade requirement, incumbent may be noncompetitively promoted to the next grade

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. GS-05 General Experience: I have three years of progressively responsible general experience, one year for which was equivalent to at least the GS-04 grade level in the Federal service which demonstrates the ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions; Plan and organize work; and communicate effectively orally and in writing. OR EDUCATION: Four years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college, or university. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience as described above may be used to qualify for this position. NOTE: You must submit a copy of your transcripts. GS-07 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes knowledge of Records Management policies and regulations is needed to ensure that all administrative and technical records, including those in electronic form, contain adequate and proper information they are intended to document; are easily retrievable and usable; are protected from unauthorized access to, or loss, removal, or theft. OR EDUCATION: Successfully completed one full academic year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of your transcripts. OR EDUCATION: I have a bachelor's degree with Superior Academic Achievement. In order to be creditable under this provision, education must have been gained in a curriculum that is qualifying for the position to be filled. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: I have less than the full amount of specialized experience described in the job opportunity announcement; however, I have completed some graduate-level education which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. Therefore, I have a combination of experience and education. NOTE: You must submit a copy of your transcripts. GS-09 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a wide range of technical methods, principles, skills, and practices on variety of complex criminal history database and case management systems related to data content, search criteria, utilization and release restrictions, system capabilities, interpretations of data elements and correlation and interpretation of the data elements from multiply system queries. As well, knowledge of multiple record filing system and related systems and equipment to perform all record retrieval functions. OR EDUCATION: Successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your college transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: Less than the full amount of specialized experience described in the job opportunity announcement; however, and have at least one year of progressively higher level graduate education, but have not obtained a master's or equivalent graduate degree. Therefore, have a combination of experience and education. NOTE: You must submit a copy of transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. Knowledge of basic principles of the Record and Information Management (RIM) Program, applicable Federal and Public Laws/Executive Orders/DOD Directives/Air Force Instructions, and National Archives and Records Administration guidelines and polices governing life-cycle management of records to include electronic records and information. 2. Knowledge of various office automation software programs, tools and techniques to support office administrative operations and produce a variety of documents such as letters, reports, spreadsheets, databases, and graphs. 3. Skill in communicating factual and procedural information clearly, orally and in writing. 4. Skill in applying basic principles, concepts, and practices of the position sufficient to perform moderately difficult assignments. 5. Ability to analyze, problems to identify significant factors, gather pertinent data, and draw conclusions. GS-09 1. Knowledge of the Record and Information Management (RIM) Program, applicable Federal and Public Laws/Executive Orders/DOD Directives/Air Force Instructions, and National Archives and Records Administration guidelines and polices governing life-cycle management of records to include electronic records and information. 2. Knowledge of various office automation software programs, tools and techniques to support office administrative operations and produce a variety of documents such as letters, reports, spreadsheets, databases, and graphs. 3. Skill to use operating system software, database concepts, and peripheral storage devices associated with management installation RIM program. 4. Skill in fact finding, problem analysis, problem resolution and development of courses of action to solve problems. 5. Ability to analyze, plan, and adjust suspense priorities to support to meet program requirements and objectives within available resources. 6. The incumbent will receive on-the-job training designed to provide the opportunity to perform the duties at the full performance level. The incumbent may be noncompetitively promoted to the next performance level upon (1) satisfactorily completing the training requirements (2) satisfactorily performing at the next performance level (3) meeting all OPM legal and regulatory requirements for promotion and (4) recommendation for promotion by the supervisor.
