The Physician Assistant (Clinical Leader/Administrative Leader) serves as the Chief for Physical Medicine and Rehabilitation (PM&R) Service and is responsible for the overall supervision, administrative, programmatic, and clinical operations for PM&R at the Fayetteville VA Medical center. The incumbent reports to the Chief of Staff (COS) and serves as a key clinical resource for the Medical Center Director and the Chief of Staff.
Duties
The responsibilities include hands on clinical work, oversight, and administration of all aspects of the primary care provider services, including research programs and guidance and education for learners and trainees. The incumbent is directly accountable to the COS for clinical program activities and overall compliance to VISN wide policies and procedures. This includes but is not limited to the following along with other duties as assigned
Quality Improvement
Directs the continuous measurement and improvement of the quality, timeliness and patient satisfaction with primary care provided by the service.
Plans, coordinates, and ensures high quality, timely, patient centered care through utilization of multiple quality measurement tools.
Improves patient outcomes through the implementation of strategies such as clinical practice guidelines and critical pathways, health risk assessments, provider profiling, use of electronic medical record and clinical reminders, and case management.
Continuously assesses and improves the processes of primary care delivery in the service to enhance patient safety.
Serves as primary point of contact for primary care clinical communications.
Collaborates with the ACOS for Primary Care for the Fayetteville Health Care Center to ensure a consistent standard of care across the Fayetteville VA system.
Research and Education
Encourages and supports research and education missions. Facilitates translation of research findings into improved patient outcomes.
Encourages continuing education for all personnel in the service and ensures compliance with performance standards.
Creates a climate where continuous learning and self-development are valued.
Budget and Fiscal Management
Develops the annual strategic and budget plan for the service consistent with guidance and goals from the Director's Office and/or Fiscal Service.
Recommends sufficient number of qualified and competent persons to provide patient care, treatment, and services.
Collaborates with other service chiefs in the development and execution of the overall Medical Center strategic and business plan.
Plans initiatives and develops programs in collaboration with other services in order to ensure coordination of service, reduction of redundancies, and enhancement of cost effectiveness.
Encourages demonstration projects, pilots and other experimental approaches, which may lead to the development of alternative revenue
streams and other gains in the organizational outcomes.
Organizational Stewardship
Demonstrates commitment to the Medical Centers goals and patient centered care.
Encourages an atmosphere of trust and empowerment by example.
Actively participates on committees, task forces, and other groups at the Medical Center and affiliates to assist in policy changes. This may be done via conference calls, electronic mail, and face to face meetings.
Collaborates with executive leadership, managerial and clinical leaders in formulating local Medical Center Policy, resource planning for manpower, equipment and space.
Team Building
Develops an interdisciplinary team of innovative, highly motivated individuals who are continuously striving for excellence in patient care and customer service.
Develops a team that is technically competent and understands the interrelationships of all the medical center services in achieving the mission.
Develops a team that is creative in its efforts to build and maintain a cost effective, integrated health care system.
Develops collaborative relationships throughout the Fayetteville VA system, including active working relationships with the other clinical service chiefs, in order to assure full support and coordination between the services.
Human Resources Management
Responsible for assuring appropriate action in such matters as promotions, selections, rewards and recognition, training, and problem resolution as these actions relate to the service.
Works with Human Resources and the unions to maintain good labor management relations and to resolve problems by interest-based bargaining.
Supports a program of staff development that upgrades knowledge and skills of the service personnel and prepares future leaders for the service.
The Chief of PM&R reports clinically and administratively to the COS, is involved in significant policy decision making and has wide latitude for use of individual judgment and independent action to make decisions and resolve operational issues as reason dictates.

Qualifications
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Physician Assistant Basic Requirements
Master's degree in any discipline or a bachelor's degree in any discipline with one year of experience as a Physician Assistant ~AND~
Successfully passed the PA National Certifying Exam (PANCE) (or are you in the process to taking the exam) ~AND~
Currently hold, or will hold, a full and unrestricted license to practice in a State, Territory, or Commonwealth of the United States or in the District of Columbia.

Physical Requirements: The incumbent must be able to perform all activities of the position without restriction. This position may involve standing, walking, stooping, bending, reaching, lifting, and turning. The work may involve going up and down flights of stairs.
