Duties

This position serves as an Outdoor Recreation Planner for the Color Country District. Develops content for environmental and project planning documents such as Resource Management Plans, Site Plans, and Environmental Assessments. Coordinates with managers, planners, and resource specialists to identify recreation program needs on a local scale. Processes permits for commercial, organized group, and competitive events, and coordinate the monitoring and compliance of such events. Participates on interagency and/or interdisciplinary teams and committees to discuss recreation planning, management, policies, and procedures. Assists with program budget development, implementation, and reporting. Collaborates with others to foster partnerships with other agencies, institutions, or organizations in order to encourage and facilitate cooperative management strategies. Serves as the Interdisciplinary Team Leader for complex recreation management projects and may serve as a work leader for lower graded employees and volunteers. Research and reply to requests from special interest groups, and questions from the general public.

To qualify at the GS-07 level you must meet the following: Specialized Experience: Applicants must possess one (1) full year of specialized experience at or equivalent to the GS-05 level equivalent in difficulty and complexity to perform the duties of an Outdoor Recreation Planner. Qualifying specialized experience includes: plan and coordinate the use of land, water and related resources for recreation and conservation purposes; gather pertinent data and recognize solutions; plan and organize work; communicate effectively orally and in writing. -OR-Education: To qualify based on education you must have one (1) full year (18 semester hours) of graduate-level education in a related field of study. -OR-Superior Academic Achievement: (See OPM's General Policies, Application of Qualification Standards Section 4.f.) S.A.A. must have been gained in a curriculum that is qualifying for the position to be filled. -OR-Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the difficulty and complexity to do the work of this position. To qualify at the GS-09 level you must meet the following: Specialized Experience: Applicants must possess one (1) full year of specialized experience at or equivalent to the GS-07 level equivalent in difficulty and complexity to perform the duties of an Outdoor Recreation Planner. Qualifying specialized experience includes: utilizing maps and other field data; prepare environmental documents such as environmental assessments and impact statements related to recreation activities; planning, operation, fee collection, and maintenance of developed campgrounds and trailheads. -OR-Education: To qualify based on education you must have a Master's or equivalent degree, or two (2) full years (36 semester hours) of graduate-level education leading to a master's or equivalent graduate degree in a related field of study. -OR-Combination of Education and Experience: Only graduate level education in excess of 18 semester hours may be combined with experience. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level. Physical Demands: The work is primarily sedentary. However, there may be some physical exertion such as walking; hiking; standing; bending; carrying items such as books and backpacks; driving an automobile or off-highway vehicle; operating a small boat, etc. Work Environment: Work is typically performed in a adequately lighted climate and controlled office. Occasional travel may be required. The position may be required to visit field sites where risks may include exposure to inclement weather and potential injury from falls, strains, bites, stings, etc. The incumbent will adhere to all safety rules and regulations as prescribed in manuals/supplements or designated by the Safety Officer.
