This position is part of the US Trade and Development Agency. The Senior International Trade Specialist, known organizationally as the Deputy Director of Policy and Program Management, reports to the Director of Policy and Program Management of USTDA and is responsible for supporting mission-related policy formulation, managing Program support services and leading reporting efforts across programmatic business lines.
Duties
Provides guidance and advice on mission-related policy and program issues to the Deputy of Policy and Program Development (DPPM) and regional staffs.
Leads USTDA engagements in select cross-cutting U.S. government policy community engagements and serves as a resource for ongoing policy discussions within the inter-agency related to trade, infrastructure development, and international financing issues.
Monitors program activities and serves as a resource to the regional teams by assisting in developing strategies for pursuing opportunities in priority countries or regions. T
Tracks reservation and obligation of USTDA program funding and works with regional teams and Offices of Finance and Acquisition Management to address discrepancies or issues identified.
Coordinates research projects that are responsive to program-related data calls from the Office of Management and Budget (OMB), the National Security Council, (NSC), and the Government Accounting Office (GAO), the World Trade Organization (WTO), Organization for Economic Cooperation and Development (OECD), and USAID, among others.
Manages and facilitates annual agency-wide strategic planning process, leads the overall implementation of strategic planning sessions from agenda formulation to drafting of final strategic planning report.
Qualifications
Applicants must meet the BASIC QUALIFICATION requirements for this position described below.
Undergraduate and/or Graduate Education: Major study -- marketing, business administration, political science, public administration, history, business or commercial law, economics, finance, international trade, or international relations.
OR
Experience: Experience that demonstrates knowledge of:
Marketing that included economic, psychological, and sociological influences bearing upon consumption patterns;
Business practices pertaining to wholesale, retail, manufacturers' distribution, distribution costs, finance and tax structure, and similar areas of activity or concern; and
International economic and political factors influencing balance of payments, monetary exchange and tariffs, and their bearing on the distribution of commodities.
In addition to meeting the basic qualifications, at the GS-14 level, you must meet the following qualification:
One year of specialized experience equivalent to at least the GS-13 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes activities such as:
- Guiding, coaching, training and leading members of unit/team in furtherance of an organization's strategies, goals, objectives, work plans and work products and services; and
- Demonstrated experience performing substantive activities related to foreign assistance, trade policy, commercial development, finance, banking or other activities that provide exposure to a range of the factors that are considered in identifying and planning development assistance activities that promote sustainable growth and trade in emerging countries; and
- Conducting research and providing project support services, such as preparing grant agreements, scopes of work for contracts, studies, feasibility studies, or other grant activities related to foreign assistance programs; and
- Experience conducting and providing research on international trade, technical and economic trends; and
- Experience implementing foreign assistance programs, trade policy, commercial development, finance, banking, or other activities that contribute to the development of infrastructure initiatives or other similar initiatives requiring capital investment; and
- Developing and maintaining business relationships with U.S. and foreign private sector representatives and government officials in the development of major infrastructure projects.

TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
