This position is located in the Maternal and Child Health Division. Serves as support staff, responsible for the prioritizing of tasks as assigned under the licensed professional nursing staff utilizing universal precautions and ensuring a safe, clean and orderly environment conductive to the delivery of quality nursing care. Reports safety and infection control issues to the Nurse in charge.
Incumbent reports to the Supervisory Nurse, Maternal and Child Health Clinic.
Duties
Provide basic nursing care to patients with a variety of conditions, illnesses, and/or injuries. Responsible for obtaining and recording patient information as assigned per unit policy. Shares in the responsibility of maintenance of clinical records and nursing care plans. Maintains a courteous and professional manner. Assists in admitting and discharging patients.. Shares in the responsibility for reporting observations by observing the patient's condition and reactions, and keeping the nurse in charge informed of condition changes.
Assists patient in Activities of Daily Living (ADL). Assists health providers in examination of patients by explaining procedures, positioning, draping and assembling instruments and supplies.
Performs general maintenance duties including, arranging and restocking supply cabinets; cleaning and sorting supplies, instruments and equipment. Performs 12 lead EKG and sets up for the cardiac monitoring. Operates monitors and equipment for advanced treatment/procedures and for specialty areas independently. Areas of specialty include: Labor & Delivery; Intensive Care; Special Care Nursery; and Orthopedic Specialty. Specialty Clinic- Skills specific to specialty clinic assigned, which could include knowledge of equipment, supplies and procedures done in that particular clinic. Knowledge of screening of appointment patients of all ages, obtained and documents reasons for appointment visit, obtains and records vital signs. Review a patients chart for updating of heath data. Prepares patient for exams and minor procedures. Assist provider with diagnostic procedures.
Qualifications

In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.
MINIMUM QUALIFICATIONS:
Applicants who meet at least one of the following requirements may qualify for positions at the GS-04 level.
Completed 26 weeks of general experience and 26 weeks of specialized experience equivalent to at least the GS-03 grade level to qualify - performing a variety of nonprofessional nursing care and diagnostic support duties in a hospital, outpatient clinic, nursing home or other medical, nursing, or patient care facility.
Education: 2 years above high school with course directly related to the position.
Applicants who meet at least one of the following requirements may qualify for positions at the GS-05. For GS-05 Grade Level - Applicants who meet at least one of the following requirements may qualify for the position at the GS-05: Candidates must have 1 year equivalent to at least the GS-4 grade level in the Federal service. OR
Successful completion of 4-years above high school leading to a bachelor's degree in a field of study appropriate to the specialization of the position.
Specialized Experience (for positions at GS-4 and above): Qualifying specialized experience includes nonprofessional nursing care work in a hospital, outpatient clinic, nursing home, or other medical, nursing, or patient care facility, or in such work as that of a home health aid performing duties such as:
Providing personal nursing care such as providing pre- and post-operative care.
Support duties for diagnostic and technical treatment procedures, such as setting up and operating special medical equipment and apparatus.
Caring for mentally ill patients, including observing, recording, and reporting changes in their behavior, and providing reassurance and encouragement.
Assisting surgeons and registered nurses in operating room activities, including passing instruments, maintaining sterile conditions, and draping and positioning patients.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
