About the Position: The Watervliet Arsenal is an Army owned and operated manufacturing center located in New York. It is the oldest, continuously active arsenal in the United States. It is relied upon by U.S. and foreign militaries to produce the most advanced, high-powered weaponry for cannon, howitzer, and mortar systems
Duties
Studies and interprets processing data (drawings, specifications, routing, tooling, gauging, etc) to establish quality requirements.
Comprehensive knowledge of manufacturing technology and processes taking part in and/or coordinating various tasks, including auditing, process analysis/improvement, equipment acquisition, systems analysis, and continuous improvement initiative
Serves as a working team leader over Quality Assurance Specialists and other skills assigned within the Quality Engineering Planning Division.
Travels as necessary, including foreign travel, other installations, and private industries, to observe their production methods and techniques to evaluate potential work, or training needs.
Provides technical assistance to sub-contractors having difficulty in producing component parts.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Position may be filled by a Temporary appointment not to exceed 1 year, if the candidate is not a current permanent Army employee. Temporary appointments may be extended up to a maximum of three years
- Any status non Army employee that is hired from a temporary vacancy must be hired under a Temporary appointment NTE 1 year. Temporary appointments may be extended up to a maximum of three years.
- May be filled as temporary promotion or reassignment NTE 1 year by a current permanent Army employee. Temporary promotions and reassignments may be extended up to 5 years, and may be made permanent without further competition.
- This position requires a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
- Must Complete- ACOM D and A Level 2 Analyzer Certification Requirement within first 2 years of employment

Specialized Experience: Your resume must reflect one year of specialized experience which includes: (1) The development of Quality Assurance plans and programs for achieving and maintaining product quality throughout the item's life cycle; (2) Monitoring operations to prevent the production of defects and to verify adherence to quality plans and requirements; (3) Analysis and investigation of adverse quality trends or conditions and initiation of corrective action and (4) Leading or instructing a team and/or project. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
