This developmental position in the Office of the Director, Chillicothe VA Medical Center, Chillicothe, Ohio, composes a career ladder structure to the full performance level of Equal Employment Manager GS-0260-12.
The primary purpose of this position is to oversee and implement equal employment opportunities and Diversity, Equity and Inclusion (DE&I) activities throughout the medical center and have responsibility for investigations and congressional relations.
Duties
Duties include but are limited to:
Provide leadership to line and staff personnel in the development and implementation of the annual medical center affirmative action plan
Actively participate in the development of equal employment opportunity training for supervisory development and in the development and administration of the Medical Center's upward mobility program
Devises methods for monitoring progress of minorities and women and personally monitors or coordinates the efforts of others in monitoring actions
Track the status of formal discrimination complaints in process working closely with the Office of Resolution Management
Provides training to all supervisory, management and all employees at the medical center concerning their responsibilities in the implementation of the EEO program, i.e., sexual harassment, cultural diversity, etc.
Work Schedule: Monday-Friday, 7:30am-4:00pm

This position may be authorized for Ad-Hoc telework. Telework eligibility will be discussed during the interview process.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/29/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
For a GS-11 position you must have served 52 weeks at the GS-9.
For a GS-12 position you must have served 52 weeks at the GS-11.
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

To qualify at GS 11:
Specialized Experience: You must have at least one (1) year (52 weeks) of specialized experience equivalent to at least the GS-09 grade level in the normal line of progression for the occupation in the organization that equipped me with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Examples of specialized experience typically includes, but are not limited to: maintenance, upkeep and tracking of external and internal EEO program data bases, coordinating special emphasis programs, serving as technical advisor in the discrimination complaint process, identifying disputes best suited for mediation, being an avenue of first resort for aggrieved employees, and providing support, assistance and recommendations to the Equal Employment Opportunity Manager on all aspects of the Equal Employment Opportunity Program.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree

3 full years of progressively higher level graduate education leading to such a degree

To qualify at GS 12:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization that equipped me with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Examples of specialized experience would typically include, but are not limited to: advising managers and supervisors on Equal Employment Opportunity principles, laws, regulations and policies; receiving and processing formal complaints of discrimination to include acceptance and dismissal decisions; providing input to management; consulting with stakeholders to explain special emphasis programs and develop awareness of responsibilities; and identifying Equal Employment Opportunity concerns to assist management in determining causes and developing strategies for resolution.
Preferred Experience: Knowledge of Diversity, Equity, and Inclusion (DE&I) AND Equal Employment Opportunity (EEO) laws, regulations, policies, or procedures.
Conducting interviews with personnel regarding allegations of EEO infractions
Preparing case reports for EEO complaints and preparing actionable plans for prevention of violations

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required such as standing for periods of time and carrying of light items. The work may require limited travel. Performance of this work does not require special physical demands.
