This position is located in the Marketing and Regulatory Programs Business Services, Acquisition and Asset Management Division, Facility and Conference Services Branch. If selected, you will be responsible for planning, organizing, directing, and reviewing a wide range of administrative support services functions for APHIS employees located in Riverdale, Maryland.
Duties
The duties may include, but are not limited to:
Develops, implements, and executes the facility’s support services program.
Reviews space utilization to ensure both the meeting of operational needs and the adherence to applicable regulations, furniture reconfigurations and way finding signage.
Oversight or liaison for property management and maintenance programs; direction of on-site conference management services.
Ensures effective on-site mail/shipping/receiving procedures and coordination with agency mail manager.
Site Support Manager for the Agency Continuity of Operations or Reconstitution plans.
Provides guidance, or partners with Emergency Management, Safety and Security Division, pertaining to safety, health, and other relates issues.
Establishing appropriate linkage and coordination between administrative support programs and the long-range and short-range objectives of APHIS mission programs.
Supervisory Responsibilities: Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, assigns work based on priorities.
Supervisory Responsibilities: Evaluates work performance, gives advice, counsel and instruction to subordinates on work and administrative matters.
Supervisory Responsibilities: Interviews candidates for positions, recommends appointments, promotions and reassignments.
Supervisory Responsibilities: Hears and resolves complaints, refers grievances and more serious complaints to higher-level supervisor, effects minor disciplinary measures.
Supervisor Responsibilities: Identifies developmental and training needs, provides and arranges for needed development and training, finds ways to improve production and increase the quality of the work directed, and develops performance standards.
Requirements
- You must be a US Citizen or US National.
- Individuals who were born male after 12/31/1959 must be Selective Service registered or exempt.

- Successful completion of one year probationary period, unless previously served.
- Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
FOR THE GS-13 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-12 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
Adapting and interpreting appropriate guidelines and project management techniques to formulate and implement program administrative activities, in support of leadership goals and objectives.
Applying management techniques and principles to assign responsibilities for administrative support services and operations.
Ensuring OSHA compliance of space design and use as well as resolving challenges relating to space design, workspace assignments, and room use.
Establishing guidelines and performance expectations for staff.
Evaluating work performance of subordinates and keeping them informed of their progress in meeting requirements.
Note: There is no education substitution for this grade level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
