This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This is an Engineering Technician (Civil) developmental position to the Full Performance of GS-09. This position is located in the Engineering and Construction Division, Design Branch, Geospatial Section, Chicago, IL.

Duties

Develop preliminary and final details of drawings, and all or portions of design analysis for a variety of civil work of engineering features for navigation, flood control, ecosystem restoration, and emergency operation projects. Prepare preliminary and final input to planning reports, design documentation reports, contract drawings, as-built drawings and OM manuals. Prepare three-dimensional digital terrain models from survey data downloaded from data collectors or from digital surveys. Prepare survey request for civil works and environmental restoration projects. Contact project managers and others outside Design Branch to obtain needed technical and scheduling information and to plan and coordinate work efforts. Perform technical and design assignments using CADD and civil engineering design software package. Assist in developing and maintaining general engineering CADD standards.

General and/or Specialized Experience: Six months of general experience (1) in any type of work that demonstrates the applicant's ability to perform the work of the position, or (2) experience that provided a familiarity with executing drawings, developing civil and/or structural features of locks, dams, hydroelectric powerhouses, or other similar industrial sites; knowledge and training in utilizing software such as MicroStation or AutoCAD (2D and 3D), to create models, site plans, cross sections, elevations and details AND six months of specialized experience which includes work that provided knowledge of engineering principles, techniques, methods, and precedents such as development of CADD drawings generated from engineering sketches and mark-ups. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-03); OR B. Education: Two years of education above the high school level that included at least 12 semester hours in any combination of courses such as engineering, engineering or industrial technology, construction, physics, drafting, surveying, physical science, or mathematics. At least 3 of the 12 semester hours must have been in drafting if the position has been designated by a drafting area of specialization. GS-5 A. Specialized Experience: One year of specialized experience equivalent to the GS-04 grade level in the Federal service which includes developing quantities, reviewing construction drawings and preparing parametric cost estimates. OR B. Education: Four-year course of study leading to a bachelor's degree (a) with major study in an appropriate field of engineering, construction, or industrial technology; OR (b) that included at least 24 semester hours in any combination of courses such as engineering, engineering or industrial technology, construction, physics, drafting, surveying, physical science, or mathematics. [At least 6 of the 24 semester hours must have been in drafting if the position has been designated by a drafting area of specialization. Combination of Education and Experience May Be Used to Qualify at the GS-04 and GS-05 Grade Levels: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education beyond two years (total semester hours minus 60) by 60. Add the two percentages. GS-6 A. Specialized Experience: One year of specialized experience equivalent to the GS-05 grade level in the Federal service which includes reviewing construction drawings, preparing parametric and detailed cost estimates and applying construction means and methods when developing government estimates. OR B. Education: One full year of graduate level education OR an internship that is directly related to the work of the position. GS-7 A. Specialized Experience: One year of specialized experience equivalent to the GS-06 grade level in the Federal service which includes assisting senior estimator on preparing government estimates for a variety of planning, design and construction projects. OR B. Education: One full year of graduate level education that is directly related to the work of the position. GS-8 A. Specialized Experience: one year of specialized experience which includes completing technical and design assignments using Computer Aided Design and Drafting (CADD); understanding how survey and engineering data and drawings are developed and their application as related to construction; making modifications to features for various Civil Works projects; prepares quantity estimates, and shares responsibility for technical accuracy of calculations and project features. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07). OR B. Education: One full year of graduate level education that is directly related to the work of the position. GS-9 A. Specialized Experience: One year of specialized experience equivalent to the GS-08 grade level in the Federal service which includes preparing preliminary estimates on unit prices for a wide variety of projects including breakwater structures, storm water flow control structures (locks, dams, gates, channels, etc.), highway and utility construction, environmental restoration, building renovation, preparing cost estimates of various types of structures utilizing RS Means data and computer aided estimating software; review cost estimates prepared by Architect-Engineer firms. OR B. Education: Two full years of graduate level education OR a master's degree that is directly related to the work of the position. Combination of Education and Experience May Be Used to Qualify at the GS-06, GS-07, GS-08 and GS-09 Grade Levels: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. Determine your total qualifying experience as a percentage of the experience required for the grade level; then determine your education as a percentage of the education required for the grade the grade level; then add the two percentages. The total percentage must equal 100 percent to qualify for this position. (To compute the percentage, divide you total months of qualifying experience by 12. Then divide your semester hours of graduate education by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify).You will be evaluated on the basis of your level of competency in the following areas: Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent.
