This position is organizationally located in the Office of the Physical Medicine and Rehabilitation (PM&R) reporting directly to the Chief PM&R. The incumbent serves as the Administrative Officer (AO) in the Primary Care Service setting. The AO holds responsibility and accountability for all issues affecting PM&R in consultation with the Chief, PM&R. The incumbent independently plans and studies the operations within the service.
Duties
Duties will include:
Serves as an administrative advisor to the Service Chief.
Analyze proposals and provide the service with an objective opinion before a final decision is made.
Develop new and/or modified work methods, organizational structures, records and files, management processes, staffing requirements, and automating work processes.
Provide interpretation of health administration policies and procedures to medical center staff.
Contribute to the overall management of the medical center by participating as team member on special task forces.
Serve as a Service Level Patient Advocate for the service.
Act as the focal point for all communication flow for PM&R Service.
Provide information and participates in annual reviews, briefings and personnel management reviews as needed.
Provides FTEE cost and workload reports to the service chief.
Responsible for all management of the administrative processes through appropriate utilization of staff within the assigned services.
Assist the Service Chief with employee training and development.
Act as a resource regarding the documentation requirements for procurement and contracting administration purposes.
Prepare budget projections based on studies of past expenditures, mastery of service requirements, changes in workload and future goals of the assigned services.
record and organize documents related to expenditures and provides accurate and timely data allowing for immediate visibility concerning availability of funds.
All other duties as assigned.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday - Friday 8:00 am - 4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/09/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

GS-07 Grade Requirements
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Compiling information and preparing administrative reports for briefings; maintaining and updating databases and shared computer drives; providing advice and assistance to managers and staff concerning personnel processes and procedures. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed of one (1) full year of graduate education. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond bachelors degree may be used to qualify applicants for the GS-07 level.
GS-09 Grade Requirements
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Performance improvement to include mastery of requirements of the VA Central Office and the Joint Commission (JC) as well as knowledge of VA regulations as they relate., Coordinating and monitoring the functions of administrative services within an office; managing budget activities; assisting with contracting functions and managing procurement; assisting with human resources functions to include recruitment, position classification, performance, training, etc.; preparing letters, reports and presentations; retaining procurement records and reconciliations; making space utilization recommendations OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or an LL.B. or J.D. in a related field that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of successfully completed graduate level education (in excess of the first year or 18 semester hours) and specialized experience to meet total experience requirements.

Physical Requirements: The work is mostly sedentary and requires a substantial amount of interaction with a personal computer. The incumbent walks to and from meeting, performs space, supplies and equipment inventories and frequently carries papers and books weighing less than ten pounds.
