About the Position: This is a permanent position with the Headquarters, U.S. Army Corps of Engineers, Military Programs Directorate, Installation Readiness Division (IRD), Programs Branch and supports the Headquarters, U.S. Department of the Army (HQDA) Office of Deputy Chief of Staff, G-9 (ODCS, G-9). Primary duty location is the Pentagon, with frequent duty at Government Accountability Office (GAO) Building, 441G St NW, Washington, DC as required.

Duties

Support and lead integration across the Army Enterprise to modernize installations, enhance quality of life, and develop and implement policies, plans, and programs related to Control Systems. Serve as the Integration and Policy lead for the Headquarters, U.S. Army Corps of Engineers in direct support of Headquarters, U.S. Department of the Army (HQDA) Office of Deputy Chief of Staff, G-9 (ODCS, G-9). Ensure Control Systems policy and resources are appropriate to optimize standardized management, oversight, resources, acquisition, cybersecurity, operational technology, enterprise architecture, and lifecycle management activities. Apply management and organizational principles and practices to conduct budget planning, programming and execution. Apply oral and written communication, and briefing techniques to provide feedback and/or status to leadership and stakeholders Improve acquisition management of contracts that support the mission, and ensure proper financial management of the program internal budget. Develop detailed plans, goals, and objectives for the long-range implementation and administration of the programs and developing criteria for evaluating the effectiveness of Control Systems programs. Provide feedback to leadership and stakeholders through reports such as responses to meetings, briefings, and information papers, both formally and informally.

Specialized Experience: One year of specialized experience which includes 1) applying management program skills to develop and implement systems for establishing, operating, and assessing the effectiveness of Control Systems programs; 2) developing and implementing Control Systems policies, plans, and programs; 3) coordinating resource management related staff actions pertaining to budget and manpower; and 4) preparing, reviewing, and coordinating internal and external strategic messaging. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service(GS-13). You will be evaluated on the basis of your level of competency in the following areas: Administration and ManagementInformation Technology Policy and PlanningPartnering Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
