This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for DHA Certain Personnel Workforce for DoD to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This is a supervisory position responsible for the operation and maintenance of the five generating unit Garrison Dam Hydroelectric Powerplant. The Corps of Engineers, Garrison Project Office is located in Riverdale, ND overlooking the beautiful shores of Lake Sakakawea.

Duties

Plans and directs the operations and maintenance program of a hydroelectric power plant equipped with five generating units having a total capacity of 580 megawatts. Applies a practical knowledge of mechanical and electrical engineering principles and operating experience to devise long-range operations and maintenance programs to meet projected and known needs of power users. Responsible for administration of the safety program for the hydroelectric power production and distribution plant/project. Develops annual and long range budgets for the powerplant and associated facilities, including developing manpower-staffing requirements and associated costs (personnel, pay increases, overtime, travel, supplies, equipment, etc.) Responsible for diagnosing facility needs and supervising installation, testing, adjustment and repair of metering devices, instruments, relays, motors, wiring, switch-gear, generator sets, and other electrical equipment and appurtenances. Responsible for diagnosing mechanical difficulties and insuring timely repairing, adjusting, and overhauling of major mechanical equipment such as spillway gates, cranes, pumps, turbines, systems failures, and other problems. Develops standards and directs activities to assure all equipment is properly handled, regularly serviced, and safely operated/maintained. Assign and plan work to be accomplished by powerplant personnel, set and adjust short-term priorities, and prepare schedules for completion of work. Develops policies and procedures for new or modified methods of operations and maintenance for power facilities, such as computerization of operating systems, major rehabilitation of power plants, switchyards, and dams.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
  • Must complete a one-year supervisory probationary period to assess your ability to perform supervisory duties is required unless previously completed.
  • Incumbent must be able to obtain and maintain a state issued driver’s license.

Qualifications

Additional information about transcripts is in this document. Specialized Experience: One year of specialized experience which includes: 1.) Planning and supervising work associated with the operation and maintenance of a powerplant; AND (2.) Diagnosing equipment problems and recommending repairs, equipment replacement, or operating procedures to improve the operation and maintenance of equipment such as generators, switchyard, spillway gates, cranes, pumps, turbines, and auxiliary electrical and mechanical equipment; AND (3.) Plan and assign work to personnel based on priorities, schedule, and budget. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
