This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Acq Demo Business and Technical Management to recruit and appoint qualified candidates to positions in the competitive service.
Duties
As a Safety and Occupational Health Specialist at the NH-0018-4 some of your typical work assignments may include:
Plans, develops, organizes, administers, evaluates, and executing a comprehensive safety and occupational health program for MDA in compliance with statutory; regulatory, and DoD policy/program directions. The agency operations include diverse and high risk programs such as aerospace activities, flight safety, ground safety, explosives, non-nuclear weapons and munitions, toxic chemicals and hazardous materials. Establishes safety and occupational health programs designed for the protection of human resources through accident prevention, protection of MDA systems, property, and equipment and compliance with appropriate statues, regulations, Executive Orders, and DoD policies.
Develops procedures, standards and policies for the local commands in safety and occupational health. Provides authoritative advice and guidance to senior management on complex safety and occupational health questions. Implements and executes MDA policy and procedures across all programs.
Conducts or participates in accident and mishap investigations, including those with significant severity of loss.
Reviews plans and specifications for new construction, building alterations. installation of equipment, etc. to ensure compliance with safety codes and standards,
Conducts inspections and surveys of facilities, equipment and operations for compliance with safety and occupational health regulations. Develops solutions to complex problems. Gathers data and prepares reports and briefings on accident investigations, risk management, hazard controls and surveys, insensitive munitions, quality and mission assurance and range safety.
Conducts safety related training and develops safety publicity and educational materials, briefings and publications.

Qualifications
You may qualify at the NH-04, if you fulfill the following qualifications:
One year of specialized experience equivalent to the NH-03/GS-13 grade level in the Federal service as listed below:
Experience applying safety and occupational health principles, theories, and practices
Experience conducting mishap investigation and reporting results.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 0018, series as listed below:
Education
Undergraduate and Graduate Education: Major study -- safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology.
OR
Certification: as a Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH), or Certified Health Physicist (CHP), or similar certification that included successful completion of a written examination.
OR
Specialized Experience (for positions above GS-5):Experience in or related to safety and occupational health that provided the specific knowledge, skills, and abilities to perform successfully the duties of the position. Examples of qualifying specialized experience include:
Managing safety or occupational health program elements.
Developing and recommending safety and occupational health policy to higher levels of management.
Applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements.
Developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards.
Developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses.
Analyzing or evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards.
Designing or modifying workplaces, processes, products, or other systems to control or eliminate hazards.
Inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards.
Training of workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects.
Work in occupational fields such as industrial hygienist, safety engineer, fire prevention engineer, health physicist, and occupational health nurse.

Education
Substitution of education may not be used in lieu of specialized experience for this grade level.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
