Duties

WHAT IS THE HCO- HUMAN CAPITAL OFFICE DIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: Human Capital Office, Office of HR Operations, Talent Acquisition, Program Execution Office; Staffing and Restructuring Support The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position. Provides expert advice and authoritative information to top management and program directors throughout the Service on a wide variety of highly complex, controversial, and sensitive program problems and issues. Conducts fact-finding and analysis and presents recommendations and conclusions. Develops, initiates, and directs strategic planning activities for the recruitment and placement program; identifies long and short-term objectives, and formulates Service-wide program strategies for top management. Evaluates new or modified legislation and regulations to determine impact on short and long-term recruitment and placement policies and program initiatives. Monitors legislation and other proposals affecting related Federal HRM programs and develops and advocates the IRS position. Finalizes plans, instructions, guides, and other substantive material for use by management officials and operating human resources offices in administering related program elements. Serves as a lead or principal team member in planning, organizing, and directing team efforts in conducting major evaluations of Service-wide recruitment and placement program operations and other comparable studies. Researches, identifies, and develops criteria and procedures to conduct program evaluations and to measure program accomplishment.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE: GS- 13 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes: experience that demonstrates expertise in applying a wide range of advanced staffing and placement concepts, principles, practices, laws, and regulations with an understanding of the interrelationships of personnel management functions and expertise of the organizational structure and functions sufficient to provide management advisory services and/or authoritative policy interpretations on difficult and complex organization-wide program issues; Conducting comprehensive studies and projects and to assess and improve staffing and placement program effectiveness; Interpreting complex staffing and placement regulatory, and policy guidance to prepare study recommendations for management; Expertise in formulating assessment strategies, designing and developing talent assessment and evaluation tools for use in hiring, and experience deploying and measuring the effectiveness of such tools. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
