Duties

Serves as a Property Management Specialist and Senior Supply Specialist responsible for property and procurement functions, worth over $2.5M, for the Klamath Basin Area Office (KBAO). -Establishes local property control procedures; supervises warehousing, storage, and maintenance of records for expendable and non-expendable property. -Periodically reviews warehouse operations as to stock levels, physical handling of materials, arrangement of materials, housekeeping, and adequacy of records. -Makes regular inspections and spot checks for compliance with applicable regulations and sound practices. -Coordinates with management and crafts to determine critical items needed to stock, to avoid work stoppage. -Responsible for real property management and disposal activities; in accordance with the Federal Real Property Council 2022 Guidance for Real Property Inventory Reporting. -Annually reviews and reports the health of structures using a centralized real property database, known as the Federal Real Property Profile Management System (FRPP) that provides guidance for federal Real Property Inventory Reporting requirements. -Oversees and performs fleet management activities, including planning, coordinating, and conducting monthly and quarterly usage reviews and reports for an estimated 18 vehicles and 57 heavy equipment, trailers, boats, and miscellaneous equipment. -Purchases or contracts for supplies, equipment, construction, and services through established and unestablished supply channels and mandatory sources. -Screens requisitions for completeness and accuracy and assigns to subordinate staff for processing. -Supervises or writes minor and detailed specifications for special equipment, specialized items, vehicles, and construction projects by researching, consulting with Regional and Denver personnel and supervisors, and applying sound judgment of Reclamation rules and regulations. -Acts as the senior Supply Specialist, provides technical training, subject matter expert guidance and direction to other property and procurement personnel. -Instructs, and trains personnel engaged in receipt, storage, and distribution of materials, maintenance of records, and inventory.

Qualifications

In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the education and/or specialized experience requirement - this information must be clearly supported in the resume. To qualify at the GS-09, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-07 level in federal service having demonstrated experience performing professional duties in property management, supply management, or a similar program, including controlling and managing property; conducting surveys and inventories of property and identifying discrepancies; analyzing and evaluating the effectiveness and efficiency of property management program operations; resolving property accountability and utilization program operational problems; conducting accountability reviews, and monitoring excess property utilization and disposal; experience reviewing, revising and developing recommendations on procedures, policies, and direction of supply acquisition, utilization, accountability, and disposal. These examples are not all-inclusive. OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b). Applicants eligible under the Land Management Workforce Flexibility Act (LMWFA) are not required to meet time-in-grade restrictions in order to be considered. You must meet all Eligibility and Qualification requirements, including time-in-grade restrictions and any selective placement factors if applicable, by 02/02/2024.

Education

This vacancy announcement allows substituting education for experience at the GS-09 grade level. You must submit a copy of college transcript(s) (unofficial copy is acceptable) to support claimed education if substituting education for experience. Transcripts must include the name of the college or university and date the degree was conferred. A typed list of courses, grades, semester/quarter hours, GPA, etc. will not be accepted. Non-submission may result in being rated not-qualified for the position.

An official transcript must be sent directly from the University's Registrar's office and must be provided from the institution awarding the degree. Accreditation: Only education from an accredited college or university recognized by the Department of Education is acceptable to meet education requirements or to substitute for experience, if applicable.
