This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.
Duties
A Pharmacy Technician provided various technical support services within the pharmacy department and may function in various areas of the pharmacy. These areas may include but are not limited to: impatient pharmacy, outpatient pharmacy, IV room, various storage areas, offices and patient care areas. Pharmacy Technicians function under the supervision of a pharmacy supervisor, or a registered pharmacist. Other duties include but are not limited to:
Fills inpatient medication orders to fulfill pre-exchange doses, missing dose reports, Automated Dispensing cabinets (ADCs) loads and restocks, and IV orders with accuracy.
Delivers pre-exchange doses, missing doses, ADC loads and restocks, and IV mediations to the appropriate location within the hospital as needed for administration.
Prepares intravenous admixtures, except for cytotoxic chemotherapy preparations, in compliance with USP 797 regulations and medical center policies and procedures.
Utilizes TCGRx Automated Tablet Packaging (ATP) machine to accurately repackage medications needed for inpatient use.
Operates, stocks, provides basic maintenance to, and troubleshoots issues with ADC in compliance with policies and procedures.
Ensures that all pharmacy equipment is cleaned and maintained to minimize downtime.
Replenishes, check, and maintains records for emergency carts, emergency kits, and OR trays.
Removes expired medications from stock and follows facility policy and procedure for disposal.
Assists in unloading and stocking medications, fluids, and supplies in appropriate pharmacy inventory and ward stock areas within a reasonable time after receipts an regularly rotates stock.
Properly deducts medications from outpatient inventory vis ScriptPro Inventory Management (SIM) as needed for inpatient dispensing.
Utilizes barcode scanning programs in VISTA to ensure accurate dispensing of bulk medications (inhalers, topical, insulin, etc) and compound IV products.
Triages phone calls from nurses and providers with appropriate disposition.
Processes and fills outpatient prescriptions for scheduled and non-scheduled federal legend drugs and medical devices, over-the-counter products, and supply items in compliance with regulations, policies, and procedures for pharmacist reviews.
Utilizes ScriptsPro to assist in the packaging and dispensing of medication to patients for outpatient window prescriptions. Also ensures two patient identifiers are utilized when dispensing medications and patient signatures for medication pick up are obtained.
Provides technical customer service over the phone and at the outpatient window to Veterans related to outpatient prescription needs.
Perform duties according to the Pharmacy SOP's and CPM's regarding High Alert medications.
Adheres to the pharmacy policies regarding dispensing of controlled substances.
Perform other duties as assigned.
Work Schedule: Rotating weekends; rotating tours of 7:30am to 4:30pm - 9:00am to 5:30pm - 1:00pm to 9:30pm

Qualifications
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Education or Experience.
(1) None required.
(2) For all grade levels and positions that accept both education and experience to qualify, equivalent combinations of qualifying education and experience that total at least 100% are qualifying. The combined percentage is determined by adding total qualifying experience as a percentage of the experience required for the grade level to the education as a percentage of the education required for the grade level.
Certification. For positions above the full performance level, the employee must pass a national certification exam and hold an active national certification through either:
(1) Pharmacy Technician Certification Board (PTCB), Certified Pharmacy Technician (CPhT). OR (2) National Healthcareer Association (NHA), Certified Pharmacy Technician (ExCPT).
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations: In addition to the basic requirements for appointment in paragraph 5, VA HR staff must use the following criteria to determine the appropriate grade assignment of candidates.
Pharmacy Technician GS-3
Education or Experience:
One year of post-secondary education.
OR
Six months of general experience.
OR
Student Technician. A student enrolled in an approved nationally accredited pharmacy technician program for an occupation identified in 38 U.S.C. 7405(a)(1)(A) or (B) may be appointed on a temporary full-time, part-time or intermittent basis under the provisions of 38 U.S.C. 7405(a)(1)(D) for a period not to exceed two years or the duration of the individual's program.
Pharmacy Technician, GS-04.
Education and Experience.
Completion of two years of post-secondary coursework related to pharmacy (e.g., 12 semester hours of science and mathematics courses).
OR
Completion of one of the following:
i Six months of experience, that demonstrated knowledge of medication or medical field practice.
OR
ii Successful completion of a military or nationally recognized pharmacy technician education/training program. American Society of Health System Pharmacists® (ASHP), American Pharmacist Association (APHA), Accreditation Council for Pharmacy Education (ACPE), PTCB or NHA are examples of acceptable professional organizations recognizing such training programs. NOTE: Training courses recognized by PTCB and NHA are not actual certifications.
OR
iii One year of experience equivalent to next lower grade level.
Knowledge, Skills and Abilities (KSAs). In addition to the education or experience above, the candidate must demonstrate the following KSAs:
(a) Ability to follow policies and procedures.
(b) Ability to maintain appropriate files.
(c) Ability to communicate with patients and other health professionals.
(d) Ability to follow both written and verbal instructions.
(e) Ability to operate office software/equipment to include, computers, software applications and printers.
Pharmacy Technician, GS-05.
Education or Experience.
Successful completion of four years post-secondary education with courses related to pharmacy (e.g., 48 semester hours of science, mathematics, pharmacy) or a bachelor's degree.
OR
An associate's degree in pharmacy technician or technology (48 semester hours of concentrated pharmacy technician training).
OR
One year of experience equivalent to the next lower grade level.
Knowledge, Skills and Abilities (KSAs). In addition to the education or experience above, the candidate must demonstrate the following KSAs:
(a) Knowledge of basic pharmacy operations.
(b) Knowledge of pharmaceuticals to perform duties in pharmacy functional areas.
(c) Knowledge of pharmaceutical nomenclature (including generic, chemical and proprietary names of drug).
(d) Ability to fill prescriptions.
(e) Ability to use pharmacy information systems or basic pharmacy dispensing equipment with oversight.
Pharmacy Technician, GS-06.
Education or Experience. One year of experience equivalent to the next lower level.
Knowledge, Skills and Abilities (KSAs). In addition, the candidate must demonstrate the following KSAs:
(a) Knowledge of Federal and state laws related to pharmacy practice.
(b) Knowledge of preparation, storage and distribution of medication products including those requiring special handling and documentation.
(c) Ability to use pharmacy information systems or operate pharmacy dispensing equipment.
(d) Knowledge of basic inventory procedures.
(e) Ability to communicate with patients and staff and direct questions to appropriate personnel.

The full performance level of this vacancy is GS-06. The actual grade at which an applicant may be selected for this vacancy is in the range of GS-03 to GS-06.
Physical Requirements: Functional Requirements: heavy lifting (45lbs and over); reaching above shoulder; use of fingers; walking (3 hours per day); standing (8 hours per day); kneeling (2 hours per day); repeated bending (4 hours per day); both legs required; ability for rapid mental and muscular coordination simultaneously; near vision correctable at 13" to 16"; far vision correctable in one eye 20/20 and to 20/40 in the other; ability to distinguish shades of colors; hearing (aid permitted).
