This is a Term position NOT TO EXCEED (NTE) 1 year 1 day and may be extended up to a total of five years. About the Position: This position is located with the Directorate of Emergency Services, Police/Provost Marshall Division located on Joint Base Lewis-McChord, Washington.

Duties

Review and develop implementation plans for new or changed laws, policies and regulations affecting Department of Emergency Service programs and missions. Prepare position papers, information papers, and briefings concerning law enforcement, security, fire protection, and emergency management issues for the Directorate. Formulate long range operating plans based on assigned mission and functions; regulatory guidance, equipment, funding, and staffing requirements necessary for mission accomplishment. Establish external interagency training programs with off installation law enforcement agencies. Serves as a primary advisor to the Director on all law enforcement, security, emergency management and fire protection and prevention issues and related programs. Direct and/or conducts special studies involving problems identified by supported officials. Responsible for the preparation of various administrative actions directorate wide to include fact sheets, information papers, reports, SOPs, briefings and training plans.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • The incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • This is a Term position scheduled to last 1 year and 1 day. A term position may be extended to a maximum of 5-years depending upon the needs of management.
  • Term employment is subject to a one year trial period. Employees serving a trial period can be removed with limited appeal rights.
  • This is an obligated position. An obligated position is one to which an employee has statutory restoration rights or entitlement based on active military service, recovery from a compensable injury, or return rights based on an overseas tour.
  • This position has a Temporary Duty (TDY) or business travel requirement of 25%, or less, of the time.

Specialized Experience: One year of specialized experience which includes developing operational and training guidelines related to the effectiveness and efficiency of emergency response programs and plans; Conduct comprehensive mission analysis aimed at planning reliable operational support of Emergency response programs; Analyzing a variety of operations problems to develop implementation plans for new or changed laws, policies and regulations affecting Emergency Service programs and missions.
