These positions are located in Lake Mead National Recreation Area (1) and Mount Rainier National Park (1), in the Facilities Operations and Maintenance Division. This is a term position (more than 1 year) with an initial appointment expecting to last at least 13 months but may be extended up to a total of 10 years, for Lake Mead and up to 4 years for Mt. Rainier. Term positions do not convey permanent status in the Federal service.

Duties

Lake Mead NRA duty station will be Boulder City NV - Las Vegas Locality Pay Scale - $74,050 - $96,263 Mount Rainier NP duty station will be Ashford WA - Seattle Locality Pay Scale - $81,242 - $105,612 Uses a variety of contracting processes to provide engineering oversight for construction, architecture, or engineering contracts. Prepares and maintains project documentation, such as logs, reports, photographs, correspondence, status reports, record of meetings, conversations, etc. Evaluate architecture/engineering studies, plans and specifications to determine constructability, conformance with project scope, and agency requirements. Conducts inspections and assessments, including condition assessments of civil works facilities, buildings, mechanical and electrical systems, transportation infrastructure, and construction site conditions. Serves as the Contracting Officer's Representative (COR) to implement and administer a variety of contracts. AREA INFORMATION: Lake Mead National Recreation Area, America's largest reservoir, was created by the construction of the Hoover Dam. With more than 750 miles of shoreline, you can enjoy a day at the beach, take a boat out and disappear for hours or nestle into a cove to try to catch a big one. Located in the western part of Lake Mead National Recreation Area, Boulder Bay stretches more than a mile along the shoreline of the Boulder Basin of Lake Mead. Boulder Beach has access to many recreation opportunities. Boulder Beach, Special Events Beach, Canoe/Kayak Beach, and PWC Beach are 1-2 miles away where you can kayak and jet ski. To explore the park on land, the River Mountains Loop Trail passes right by the campground. Rainier National Park is located approximately 2 hours south of Seattle, near the communities of Ashford and Elbe. Both are very small rural communities of several hundred people, with some housing available for rent or purchase, convenience stores, gas, church, and an elementary school (K-6). Eatonville (32 miles from Longmire) and Morton are both larger rural communities of several thousand people and have a wider variety of services; kindergarten through high school, licensed childcare, doctor, dentist, banks, grocery stores, pharmacy, movie theater, etc. as well as availability of housing for rent or purchase. Complete shopping, hospitals, and post- high school education options are available in Puyallup or Tacoma, approximately 60 miles. Outdoor recreational opportunities abound: hiking, climbing, skiing, birding, canoeing and kayaking, biking, and fishing among others. The climate is considered moderate at lower elevations, but is frequently overcast and rainy during fall, winter and spring. At Longmire, substantial snowfall is common from November-May. Mount Rainier National Park is approximately 236,000 acres and has visitor facilities spread across a large geographic area. Established in 1899, it was designated a National Historic Landmark District in 1997 as a showcase for the "NPS Rustic" style architecture of the 1920s and 1930s. The Maintenance Division consists of approximately 50 permanent employees and 125 summer seasonal employees. The Division is broken down into Headquarters, Project Management, Utilities Operations & Maintenance, General Maintenance (including custodial), Carpenter Shop, and the Road, Trail, & Auto Shop. The division manages and provides maintenance to an asset portfolio totaling approximately 1.3 billion dollars. This includes 201 buildings, 59 housing units, 6 campgrounds, 275 miles of trail, 11 waste water systems, 23 water systems, 10 dams, 35 substantial bridges, 22 miles of unpaved road, and 95 miles of paved road.

Qualifications

All qualifications must be met by the closing date of this announcement-01/26/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience. INDIVIDUAL OCCUPATIONAL REQUIREMENTS: Must have specialized experience which includes technical work in drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems. -OR- Must have experience in a trade or craft when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents. Examples are trade positions with substantial developmental, test, or design responsibilities such as: Planner and estimator who analyzed designs for production purposes. Instrument maker or model maker who performed design or development work on devices fabricated. -AND- To qualify for this position at the GS-11 grade level, you must possess the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-10 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: This includes conducting and preparing engineering designs and specifications; performing construction contract administration functions; preparing cost estimates; preparing design site layouts, diagrams, and maps; conducting construction site inspections and completing condition assessments of facilities and infrastructure. You must include hours per week worked. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
