The Construction Control Representative position is aligned under the Facilities Management service at the Chillicothe VA Medical Center. Based on field observations, confers with Project Manager or Project Engineer on matters pertaining to the control, placement, consistency and suitability of materials and equipment. Participates in design review conferences and prepares cost estimates in connection with approved claims.
Duties
Duties include, but are not limited to:
Determines the most appropriate avenues to pursue; decides the practices and methods to apply in all phases of assignments including the approach to take and the depth and intensity needed.
Interprets regulation or policy frequently on own initiative; applies new methods to solve complex, intricate, sensitive, and/or unprecedented problems and resolves most conflicts as they arise.
Coordinates projects or cases across units, organizations. or agencies, and keeps the supervisor informed or progress and of potentially controversial matters.
Prepares cost estimates in connection with approved claims.
Reviews correspondence and reports on construction status and progress, tests, administration, and contractor's estimates.
Establishes techniques are used to assess operations, their timeliness and economy of cost.
Uses safety standards and their applications in order to determine adequacy and validity of contractor data and compliance with safety requirements.
Prepares and maintains designs and using drafting software.
Gathers, analyzes, and maintains statistical data and reports that monitor contract compliance.
Performs other related duties as assigned.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/26/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
INDIVIDUAL OCCUPATIONAL REQUIREMENT (IOR): An IOR is a basic requirement that must be met in order to qualify for entry into this job series, and it is something that can't be waived. Education must be accredited by an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. To qualify for the GS 0809 occupational series, applicants MUST possess one of the following:
SPECIALIZED EXPERIENCE
Examples of qualifying specialized experience include:
Engineering aid or technician or surveying technician performing work directly related to construction.
Construction inspector or construction representative responsible for interpreting plans and specifications, inspecting materials and workmanship, and insuring adherence to safety requirements.
Supervisor of craftspersons, equipment operators, or mechanics engaged in construction work, provided that the experience involved responsibility for interpreting plans and specifications and inspecting workmanship for adherence to such plans and specifications.
GRADE DETERMINATION:
To qualify for the GS-9 grade level, do you have one year of specialized experience equivalent to at least the next lower grade level? Examples of experience include, but are not limited to: Reviews or initiates proposed factual or procedural changes in contract requirements and makes recommendations. Uses established plans and specifications, operating procedures, technical literature, agency policies and regulations, contracting regulations, safety procedures, manufacture's catalogues, and standard practices and procedures. Prepares progress reports and computation sheets from bid breakdown. Analyzes results and provides recommendations. Confers with co-workers on problems of control, administration, and safety and makes decisions to address specific problems. Provides oversight of construction operations using established methods, procedures, and techniques to ensure proper quality and quantity of material and equipment, workmanship, adequacy of contractor's methods, procedures and operations.
NOTE: Graduate education or an internship meets the specialized experience required only in those instances where it is directly related to the work of the position. Two full years of graduate education or a master's degree meets the requirements for GS-9. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. (Transcripts required if using education as experience)
To qualify for the GS-11 grade level, do you have one year of specialized experience equivalent to at least the next lower grade level? Examples of experience include, but are not limited to: Construction industry safety standard knowledge and ability to determine adequacy and validity of contractor data. Working knowledge of contractual requirements, terms, conditions, plans, and specifications. Prepares and maintains designs using specialized software. Gathering, analyzing, and maintaining statistical data and reports that monitor contract compliance. Appling a wide range of concepts, practices, regulations, policies, and precedents. Using established procedures, reviews and analyzes plans and specifications, drawings, designs, site conditions, end proposed construction schedules to determine end recommend action necessary to correct deficiencies through modification of the contract. Participating in contract negotiation to modify existing terms.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work requires some physical exertion, such as long periods of standing; walking over rough, uneven, rocky, or slippery surfaces; recurring, bending, crouching, stooping, stretching, climbing, or similar activities; recurring lifting of light to moderately heavy items weighing less than 50 pounds (i.e., 23 kilograms), such as testing or measuring equipment; and/or regular visits to construction, industrial, marine, or other outdoor sites. Duties will require climbing of ladders, working on scaffolds, performing inspections in tiring and uncomfortable positions.
