Duties

Duties of this position includes: Exercise a high degree of skill, care, and tact, to ensure the safety of passengers and protection of expensive equipment under varying flow and water level conditions. Serve as site leader for tour boat operations and demonstrate proper work methods. Maintain logs and reports on boat operation, and ensures safe operating condition by making minor adjustments and repairs as needed. Ensure safe boat operation for the entire boat crew and training all boat operators and assistants. Oversee the day-to-day activities and safety of other boat staff, including first mates, interpretive rangers, and volunteers serving as first mate. Area Information: Lowell National Historical Park is located in Lowell, Massachusetts, which is 35 miles northwest of Boston and served by Boston commuter rail service. The history of American's Industrial Revolution is commemorated in downtown Lowell. The Boott Cotton Mills Museum, with its weave room of 88 operating looms, "mill girl" boardinghouses, the Suffolk Mill turbine, and guided tours, tell the story of transition from farm to factory, chronicle immigrant and labor history, and trace industrial technology.The city of Lowell is centrally located in New England with a wide variety of cultural and recreational activities easily accessible. Beaches and mountains are within a two hour drive. The University of Massachusetts at Lowell, as well as colleges and universities in the Boston area provide many cultural and educational opportunities. The ethnic restaurants in Lowell reflect the dynamic composition of the city. Temperatures range from the high teens in winter, to 80 degrees or more in summer. A great variety of service are available in the area, including, medical, schools, churches, shopping, etc. Homes and rentals are readily available and are considered expensive.

To qualify for this position, you must have sufficient knowledge and ability in the following job-related factors. You must meet level 2 on the screen out factor/element and an average of level 2 on all factors/elements. All qualifications must be met by the closing date of this announcement. Qualifying experience may be obtained in the private or public sectors: Ability to Do the Work of the Position without More Than Normal Supervision (SCREEN OUT) Operation of Motor Vehicles Work Practices (includes keeping things neat, clean, and in order) Ability To Interpret Instructions, Specifications, etc. (related to mobile equipment) Ability To Operate Safely (Non-Motor Vehicle) Reliability and Dependability as a Small Craft Operator For this position, the work is defined as: I am able to perform and have held jobs in which I performed regular and recurring work leading a crew of workers performing Small Craft Operating tasks involving watercraft of varying sizes and have the ability to lead operation of a 32 foot, six ton dual outboard boat with up to 27 occupants. I have the capability to independently dock and secure boats to dock and canal structures. I possess the ability to navigate a boat in narrow canals under varying flow rates. I am able to communicate with other units involved in boat operations such as dispatch, supervisor(s), and deckhands. I maintain log books to record passenger counts. I can perform the majority of watercraft operation and navigation functions with minimum supervision from journeyman leads. Selective Placement Factor: This position requires a valid U.S. Coast Guard Master's License for U.S. Coast Guard inspected vessels. ICTAP/CTAP Clearance: Current surplus and current or former displaced Federal individuals who have special priority selection rights under the Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) must be well qualified for the position to receive consideration for special priority selection. Well qualified means that the applicant meets the following: OPM qualification standards for the position; all selective placement factors, where applicable; special qualifying conditions that OPM has approved for the position, where applicable; is physically qualified with reasonable accommodation, where appropriate to satisfactorily perform the duties of the position upon entry; and is rated by the organization at least at the well qualified level on all competencies.
