The primary purpose of this position is to serve as a manager/monitor for installation level telecommunications systems, plans, programs, and policies.
Duties
Plans and develops methods, procedures, policies, and techniques concerning telecommunication systems.
Implements telecommunication programs and special projects.
Prepares budget, technical reports, staff studies, and briefings.
Provides customer assistance and/or training for assigned telecommunications systems.

- Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays.
- Must be able to obtain and maintain a Top Secret clearance.
- Recall to duty may be a requirement of this position.
- Overtime and/or emergency overtime may be required.
- This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standards for Administrative and Management Positions, Individual Occupational Requirement for Telecommunications (IOR), Series 0391.

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
Undergraduate and Graduate Education: Major study -- electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled.
Other Education: Communications/electronics or automatic data processing training in technical institutes or business schools above the high school level or in Armed Forces schools that included advanced instruction in addition to basic courses, may be substituted for general experience on a month-for-month basis.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes: Applying a wide range of communications concepts, principles, and practices; Develop and apply policies, methods, procedures, and techniques in communications system design and installation to operating situations and problems resolution; Review, analyze, and resolve difficult and complex technical problems involving systems compatibility, both installation-wide and external interoperability, circuits, switches, distribution, satellite linkages, and networking.

EDUCATION: Successful completion of a Ph.D degree or equivalent Doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. NOTE: You must submit a copy of your transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of a wide range of telecommunications theories, concepts, principles, practices, procedures, policies, standards, and operational requirements.
Knowledge of operational and performance characteristics of telecommunications to develop procedures/policies/practices for local use.
Knowledge of performance characteristics of telecommunications equipment, systems, services, and transmission media to evaluate devices, proposals, and approaches.
Knowledge of associated methods and techniques such as legal requirements, cost analyses, and budgets.
Ability to communicate effectively both orally and in writing to identify, direct, or coordinate actions required in providing needed service.
Ability to analyze/apply specialized communication methods and analytical techniques involving telecommunication systems (e.g. systems compatibility, circuits, switches, distribution, satellite linkages, and networking).
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
