Duties

Performs as an expert in ecosystem restoration, environmental compliance and environmental plan formulation for civil works studies and projects Uses expertise in biology and ecosystem planning to formulate and integrate nature-based features to produce flood risk management benefits. Plans, directs and performs complex environmental studies and investigations of District activities including water resource planning and development projects Prepares or provides input to environmental documents in accordance with provisions of the National Environmental Policy Act Reviews plans and specifications for District projects to assure that environmental considerations have been incorporated into project design. Ensures that environmental aspects of projects are in accordance with the HQ “Planning SMART Guide”, which provides guidance to implement feasibility and all applicable state and federal regulations.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be willing to serve a one year probationary period
  • Must be willing to travel up to 10%
  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Specialized Experience: One year of specialized experience which includes experience writing and coordinating complex NEPA documents, familiarity with natural and nature-based infrastructure, applying knowledge of federal and state regulations, and/or developing flood risk management plans. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Education

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Basic Requirement for Biologist:

A. Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

OR

B. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.


FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
