Duties

You will advise managers on energy requirements, policies, procedures, and funding requirements to facilitate program alignment with organizational goals and objectives. You will perform strategic installation energy and sustainability planning in alignment with region or installation energy goals. You will collaborate with various personnel to promote energy efficiency in daily operations and activities. You will develop information papers, briefings, or testimony on readiness issues.

Requirements

  • You will be required to obtain and maintain a current valid United States driver’s license.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

FOR GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing duties such as: 1) Providing program management and advice to the organization concerning energy and water conservation programs; 2) Applying analytical evaluation methods and techniques to issues or studies concerning the efficiency and effectiveness of Energy program operations; 3) Utilizing knowledge of energy mandates, programs, and processes to develop energy and water conservation programs and to conduct related training to installation personnel. GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing duties such as: 1) Reviewing and analyzing utility consumption data to detect anomalies and trends; 2) Collecting and recording energy data to support metrics and/or measurement and verification; 3) Developing materials for use in Energy Awareness campaigns; and 4) Researching and preparing recommendations for investment in new and emerging energy technologies. Education

If applying at the GS- 11 level, the following educational attainment may be substituted for specialized experience as follows:

Successful completion of a 1Ph.D. or equivalent doctoral degree

or

Successful completion of three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree

or
