About the Position: This position is located in the Purchasing Division of the Materiel Management Department, Director for Administration, Naval Medical Readiness and Training Command. This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base (DIB) & Major Range and Test Facilities Base (MRTFB) in Department of Defense (DoD) to recruit and appoint qualified candidates to positions in the competitive service.

Duties

Reviews, processes, and manages customers' supply and service contracts. Processes a variety of supply documents for items in the medical materiel category, general supply administration, and open market. Provides administrative oversight and surveillance over contracts, ensuring efficiency and quality of service. Prepares for inspection programs and pass, training, monitoring, surveillance, and auditing of transactions quarterly. Serves as the Agency Program Coordinator for the Government Purchase Card Program and primary point of contact for the external government purchase card (GPC) program. Manages the facility's government purchase card program. Counsels, advises, and instructs all levels of Materiel Management personnel within their scope of practice and on administrative matters. The incumbent is professionally and technically responsible for the work of the Purchasing Division of Materiel Management Department.

• THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.
• This position has been designated "Mission Essential". In the event of severe weather conditions or other such emergency type situations (natural or man-made disaster) the incumbent is required to report to work or remain at work as scheduled.
• This position has a mandatory seasonal influenza vaccination requirement and is subject to annual vaccination.
• This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.

Specialized Experience: one year of specialized experience equivalent to at least the GS-09 grade level in the Federal service which includes providing office management support in the areas of procurement, supply management, equipment maintenance, contracts, and property management, serving as a Contracting Officer Representative for the organization, advising government purchase card holders of rules and regulations, performing accounting functions for related accounts and contracts using accounting automated systems, organizing financial data for planning, controlling and formulating budgets. OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree such as Human Resources, Contract Analysis, Business or Finance. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
