This position is located at the Miami VA Health Care System and has full responsibility for developing and continuing an interior design/decoration program for areas of the VA and the Community Based Outpatient Clinics. The work requires applying knowledge from a variety of fields such as: interior construction, contracting, facility operation, and project management as well as the monitoring and supervision of contractor's performance for quality and adequacy of rendering services.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Duties may include, but are not limited to the following: Monitors contractor performance for quality and adequacy of service. Independently supervises contract painters in the performance of their work, including selection of paint colors, scheduling of work projects and inspection of final service provided to ensure compliance with VA standards. Prepares drawings or reviews those prepared by Architectural Engineer's. Confers with the appropriate client officials to explain services to be provided, the process to be followed and the benefits derived through a properly designed office space. Develops a furniture replacement program for the Medical Center. Schedules areas for replacement and/or upgrading and determines the proper furnishings and accessories necessary to complete the inte1ior design schemes for the area. Develops and maintains a comprehensive resource library, of interior design literature. Independently prepares and maintains interior design budget. Independently designs and develops written specifications for fabrications and installations of window treatments, stage draperies, etc. Determines appropriate design and decor for the facility. Maintains complete interior graphics program and develops furniture replacement program. Conducts in-depth studies and analysis of areas to he designed to establish requirements so that completed projects will meet the practical needs and limitations of the hospital and/or areas designated. Supplies information about the functional use of color and materials based on continuous research and experience. Performs other related duties as assigned. TO MEET THE MINIMUM QUALIFICATIONS FOR THIS POSITION, YOU MUST HAVE: SPECIALIZED EXPERIENCE: One year of specialized experience equivalent to the next lower grade level (GS-9) in the Federal service that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is experience that required the performance of work concerned with the design and alteration of interior spaces to meet functional and aesthetic needs such as: Identifying, researching, and creatively solving problems pertaining to the function and quality of the interior environment. Performing services relative to interior spaces, including programming, design analysis, space planning and aesthetics, using specialized knowledge of interior construction, building systems and components, building codes, equipment, materials, and furnishings. Preparing drawings and documents relative to the design of interior spaces in order to enhance and protect the health, safety, and welfare of the public. Coordinating and integrating the mechanical, electrical, and structural engineering disciplines within the interior context. Managing projects, developing cost estimates, evaluating bid proposals, reviewing construction documents, participating in on-site construction visits, conducting pre- and post-occupancy evaluations, and developing standards for efficient space management. (NOTE: Resume(s) must clearly detail the required experience to be creditable. We will not make assumptions regarding experience.) -OR- EDUCATION: Successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work with a major study in interior design or other field that included or was supplemented by at least 30 semester hours in interior design, interior architecture, or interior environmental design; or passage of the National Council for Interior Design Qualification (NCIDQ) examination. Transcripts required. -OR- COMBINATION: Equivalent combinations of successfully completed graduate education and specialized experience as described above may be used to meet total qualification requirements. Only graduate education in excess of a Master's (excess of 36 semester hours) may be used to meet this requirement. You will be rated on the following Competencies as part of the assessment questionnaire for this position: DesignProject ManagementTechnical Competence IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Requirements: The work is essentially sedentary with daily physical activity lo include walking, climbing, bending or stooping, to coordinate work processes, meet with contractors, manufacturer's representatives and other government agency representatives to update or establish product feasibility, adequacy, installation and specification compliance. Travel may be required to local or national trade shows, construction sites of' new clinics or leased clinic space in the surrounding regions.
