The primary purpose of this position is to serve as the single acquisition manager for Tactical Exploitation of National Capabilities a program of national scope, interest, and significance and is considered a critical Air Force Wide program. This position has programmatic oversight of all funding activities of AF TENCAP projects. Position manages the execution year funding for monies and interface with AFSPC, Space & Missile Center, and SAF/USA to ensure efforts are properly funded and managed.

Duties

Works with the Director of AF TENCAP in planning, organizing, and overseeing the activities of the program office. Plans and performs systems acquisition management activities for complex systems. Develop and coordinates program documentation and implements acquisition strategies with the Services, Defense Agencies, Offices of the Secretary of Defense, and other Government organizations. Develops, reviews, and analyzes plans, programs, and time-phased schedules for complex systems. Prepares and/reviews program documentation for Command's Program Objective Memorandum (POM) Future Year development Plan (FYDP), and Presidential Budget submissions for complex systems. Provides management and acquisition guidance when performance characteristics, scheduling requirements, and cost baselines may not meet; assesses trade-offs and coordinates modifications of user requirements.

  • Employee is expected to meet Continuing Acquistion Education requirements
  • Employee required to submit an initial and annual SF 450 (Financial Disclosure) in accordance with the Joint Ethics Regulation
  • Must have and maintain a "TOP SECRET/SCI/SSBI" security clearance
  • This is a KEY position. In the event of a crisis situation, the incumbent, or designated alternate, must continue to perform the duties until relieved by proper authority. May be required to take part in readiness exercises
  • Positions cannot be vacated during national emergency or mobilization without seriously impairing the capability of the organization. Incumbent or designated alternate must be removed from any military recall status
  • Must possess or be in process of obtaining and maintaining APDP, Level III. Must currently have APDP Level II
  • This is a drug testing designated position, Incumbent is subject to random testing for drug use
  • This is a Critical Acquisition Position (CAP). Unless specifically waived by appropriate Component Official or if the employee is grandfathered under 10 USC 1736(1), the following are mandated requirements
  • a. Employee must be a member of the Acquisition Corps at the time of appointment. b. Employee must execute, as a condition of appointment, a written agreement to remain in Federal Service in the position for 3 years

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the principles, policies, and practice of systems acquisition and program management to plan, organize, and manage critical aspects of the research, development, test, and evaluation of systems and subsystems integrating space and the warfighter. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Expert knowledge of the policies, practices, regulations, and laws concerning the acquisition management process and initiatives for a space innovation and development function in a classified information area. Incumbent is considered an expert in acquisition management and contract strategies by peers and upper-level managers both with Air Force and other agencies. 2. Knowledge of safety and security regulations, practices, and procedures. 3. In-depth knowledge of the mission, roles, functions, organizational structures, and operation of the DoD, Air Force, and organizations that govern interface wit, and/or influence the systems acquisition process. 4. Skill to plan, organize, and direct the functions and staff in critical aspects of development and production, support of systems, subsystems, or equipment and to coordinate various aspects of systems acquisition such as engineering, contracting, financial management, configuration, test, and manufacturing. 5. Ability to effectively communicate, both orally and in writing, clearly, concisely, and with technical accuracy using tact and diplomacy and in obtaining and maintain good working relationships with a wide variety of personnel at all levels of management. 6. Ability to gather and analyze a variety of program information and make sound judgments concerning program progress, status and risk. Ability to integrate, analyze, and manage a variety of acquisition functions in support of research, development test and evaluation. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
