GAO supports the Congress in meeting its constitutional responsibilities to legislate, appropriate, and oversee the Federal government for the benefit of the American people. GAO, commonly referred to as the investigative arm of Congress, or the congressional watchdog, is independent and nonpartisan. GAO assists Congress in making informed decisions by providing information on policy and program issues, as well as by providing recommendations to make government more effective and responsive.

Duties

At the Band III the incumbent will serve as an Assistant Director providing leadership and consulting services on a broad range of actuary issues at all levels of complexity; and provide leadership and guidance to ensure products are sound, fact-based and consistent with professional standards. Duties of Band III Assistant Directors include but are not limited to the following: Provide authoritative advice and guidance to teams related to actuarial concepts and implementing appropriate actuarial methodologies for engagements in accordance with GAO standards. Develops, designs, and leads major portions of complex actuarial studies and models to evaluate the status and impact of government programs. Provide consultation and support on actuarial matters in engagement design, data collection, and analysis for engagements based on requests from congressional committees, mandates written into legislation, resolutions, and committee reports. Represent the team and agency as a subject matter expert in actuarial science and related financial security programs. Negotiate with team members and agency officials to obtain access to information needed to support engagements. May serve as a Designated Performance Manager (DPM) responsible for supervising, evaluating and documenting work performance of assigned staff. May be assigned offline duties as Professional Development Program (PDP) Advisor, staffing manager, recruiter, and others.

Minimum Qualification Requirements: In addition to Basic requirement stated in the education section, you must have one year (52 weeks) of GAO experience equivalent to the next lower band level (PE-IIB, PA-II, PT-III, or MS-I) providing consulting advice and support services on actuarial matters in engagement design, data collection and analysis; and develop portions of complex actuarial studies to evaluate the status of government programs by May 5, 2024 (effective date of promotion). Your experience must also demonstrate substantive knowledge of GAO's programs and activities, its mission, policies, objectives, management principles and processes; and the ability to manage staff, and independently analyze and evaluate the effectiveness of technical services and staff resources. Desired Certification One or more of the following certifications is desired. Associate of the Society of Actuaries Fellow of the Society of Actuaries Associate of the Casualty Actuarial Society Fellow of the Casualty Actuarial Society

Education

Basic Qualification Requirement for Actuarial Science Series, 1510 Qualification Standard

A bachelor's degree that included courses in actuarial science, mathematics, relevant statistics, business, finance, economics, insurance, or computer science totaling at least 24 semester hours. This coursework must have included a minimum of 12 semester hours of mathematics that included differential and integral calculus and one or more courses in mathematics for which these calculus courses were prerequisites.

FOREIGN EDUCATION: Education completed outside of the United States must be deemed equivalent to that gained in conventional/accredited U.S. education programs to be acceptable for Federal employment. Most foreign education is not accredited by an accrediting body that is recognized by the Secretary of the U.S. Department of Education. If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
