GAO supports the Congress in meeting its constitutional responsibilities to legislate, appropriate, and oversee the Federal government for the benefit of the American people. GAO, commonly referred to as the investigative arm of Congress, or the congressional watchdog, is independent and nonpartisan. GAO assists Congress in making informed decisions by providing information on policy and program issues, as well as by providing recommendations to make government more effective and responsive.
Duties
As a Senior EconomistPE 0110 22, your typical work assignments may include the following:
Leads engagements or major sections of financial statement audits by managing all aspects of design, data collection and analysis, message development, report writing, and ensure the quality and value of all related products for the full range of engagements.
Provides guidance, direction and coordination on matters associated with economic project scope, requirements, and funding.
Applies insight, experience and judgement in planning and managing all aspects of work to maximize team effectiveness.
Researches, analyzes, and interprets economic literature and assists the team in working with external experts on such issues.
Identifies and develops appropriate and efficient researchable questions and methodologies (i.e., econometrics, cost-benefit analysis, present value analysis, risk analysis, simulations, and optimization) to test, evaluate, and quantify the effectiveness of federal finance and taxation initiatives.
Identifies the types and sources of data relevant to the engagement; develops data collection instruments that will generate comparable and consistent data regarding the evaluation of economic factors; and assesses the reliability of data.
Qualifications
You may qualify at the BAND IIB level, if you fulfill the following qualification requirement:
In addition to the basic requirement stated in the education section, you must have one year (52 weeks) of GAO experience equivalent to the next lower band level (PE-IIA, PT-II, PT-III, PA-II, MS-I) independently research into economic phenomena, analysis of economic data, and the preparation of interpretive reports, advice, and consultation on economic matters to governmental and private organizations and performance and supervision of engagement teams.
Education
Economist Series, 0110 Qualification Standard
A. Degree in economics that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus;
OR
B. Combination of education and experience - courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.
FOREIGN EDUCATION: Education completed outside of the United States must be deemed equivalent to that gained in conventional/accredited U.S. education programs to be acceptable for Federal employment. Most foreign education is not accredited by an accrediting body that is recognized by the Secretary of the U.S. Department of Education. If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
