The primary purpose of this position is to serve a Chief of the Financial Management Office. Financial Management is responsible for the overall management of the financial and budgetary operations for the 920fh Rescue Wing. This includes the formulation and execution of the budgets, and managing all of the wing's financial programs, including reserve pay.
Duties
Directs and manages the overall operations of the Financial Management Office.
Performs budget formulation work involving preparation of detailed analyses and estimates of annual funding needs for one or more budget future years.
Performs budget execution work involving monitoring obligations incurred and resulting expenditures of funds and tile administration and review of requests for allotments of funds for distribution to program managers.
Provides advice. assistance, and guidance on budgeting and related information. Manages, a variety of other 9211th Rescue Wing financial programs.
Conducts analyses, reviews, and special studies of budget and/or refaced information. Uses automated budgetary systems(s) and computer- generated products in accomplishing budgeting assignments.

- This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with these requirements.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes detailed, intensive knowledge of policies, precedents, goals, objectives, regulations, and other AF, MAJCOM, and installation guide which apply to assigned organizations and programs; sources, types, and methods of funding for assigned organizations and programs (e.g. direct annual, multi-year; and no- year appropriations; apportionments; allotments; transfer of funds from other agencies; revenue from industrially funded operations; and/or funds); and budgetary and financial relationships between assigned budget(s) and budgets and programs of other agency components and organizations.

EDUCATION: Successfully completed a master's or equivalent graduate degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position in a field of study. COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of principles and practices of management and supervision and safety and security regulations, practices, and procedures
2. Detailed, intensive knowledge of the agency budget policies, precedents, regulations, and guidelines and the missions, functions, goals, objectives, work processes, and sources of funding pertinent to installation programs/organizations
3. Knowledge of and skill to select and apply a variety of analytical methods and techniques to budgetary and financial management processes to analyze and evaluate the effects of changes in program plans and funding.
4. Knowledge of military pay and reserve entitlements.
5. Knowledge of automated budget and financial management systems.
6. Ability to communicate clearly and effectively both orally and in writing. Ability to plan, organize, and direct the functions and staff' of a small to medium sized organization.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
