Duties

You will develop and write computer programs to search, retrieve, update and save data. You will modify existing security software and hardware to maintain compliance with requirements. You will translate business requirements into software requirements for development of computer applications. You will translate functional systems requirements into design specifications for development of computer applications. You will identify information technology (IT) project requirements (e.g., scope, deliverables, or other project requirements) to support customer requests and mission requirements. You will diagnose issues with application software to implement solutions to problems.

  • This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area (621 – Software Developer) level II within 12 months of appointment.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Using procedural and object-oriented languages such as Java, JavaScript; as well as web technologies such as HTML, CSS, XML, AJAX, DOM including software design concepts and methods to develop applications; 2) Applying system analysis principles and techniques, customers' business processes and operations, life cycle management concepts, cost-benefit analysis methods, and new IT technologies in order to support the development of new systems or complex enhancements. 3) Developing functional requirements by consulting with customers, translate customer requirements into design specifications, perform business process re-engineering, measure software development risk, and recommend new technologies to work within an enterprise IT architecture. AND You must have IT-related experience demonstrating the following four competencies: 1. ATTENTION TO DETAIL - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Ensures the software complies with regulatory requirements; 2. CUSTOMER SERVICE - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services IT-related experience demonstrating this competency include: Works with customer/end users to support and develop software applications; 3. ORAL COMMUNICATION -Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Presents trainings on new software applications; 4. PROBLEM SOLVING - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Resolves software applications issues.
